The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Director of the Division of Community Based Military Programs.
DETAILED DESCRIPTION
Provides leadership and direction with developing and facilitating partnerships among diverse stakeholders including state, federal and military entities and officials, community service and provider agencies, and military and civilian leaders to address needs, and improve coordinated access to quality services and care for New Hampshire Service Members, Veterans and their Families (SMVF).
DETAILED TASKS
Develops, and implements effective, and sustainable provider engagement projects to increase education, outreach, and engagement with military-access resources in support of SMVF. Co-develops and provides oversight for New Hampshire's care coordination, including services and supports addressing substance misuse, homelessness, suicide prevention, mental health, sexual military trauma, unemployment, domestic violence, education, wellness, affordable housing, and legal support. Advocates, oversees and evaluates state funds through the First for Veterans Initiative to ensure proper use of resources and allocated funds with a focus on improvement to SMVF services. Ensures cost efficiency through decreased overlap, service redundancy and increased service fidelity. Initiates and facilitates state planning processes to improve access, navigation, and coordination of military-civilian services and support. Compiles and analyzes program statistics and metrics to evaluate the effectiveness of the system of care, initiatives and special projects, including the efforts of legislative, statewide, and community coalitions across the state. Integrate military and civilian community and coalition networks and strengthen military-civilian community supports by integrating those supports into civilian structures. Manages and oversees the Department's State Approving Agency program for veteran education services in conjunction with the U.S. Department of Veterans Affairs (VA), the National Association of State Approving Agencies, and other federal and state agencies and educational institutions. Manages the Department's military skills test waiver, acceptance of military training and experience in professional licensing, and end veterans homelessness programs pursuant to
RSA 110-B
73-a, b, and c.
MINIMUM QUALIFICATIONS
Education:
Master's degree from an accredited college or university with a major study in social work, education, communications, human services, public administration, public health, or a related field.
Experience:
Five years of experience in public, non-profit, private human service organizations or public health, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
OR Education:
Bachelor's degree from an accredited college or university with a major study in social work, education, communications, human services, public administration, public health, or a related field.
Experience:
Six years of experience in public, non-profit, private human service organizations or public health, three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification:
Valid driver's license and access to transportation for use in statewide travel
Other Requirements:
1. Must be able to satisfactorily undergo a State Police records check 2. Must be able to travel out of state 3. Must have strong verbal and written communication skills; experience in facilitation of group process; knowledge and experience working in the healthcare field; successful background in integration of healthcare systems; strong problem-solving skills, time management and organization skills; and proven experience functioning effectively and collaboratively as a member of a legislative, community or work team.
PREFERRED QUALIFICATIONS
1. Experience working with military veteran service organizations and is familiar with working with the military, Veterans Administration and civilian healthcare agencies 2. Appointment consideration shall be given to qualified eligible veterans
