Job Description

Job Summary We are seeking an energetic and strategic Chief Administrator / Chief Operating Officer (COO) to lead and oversee our HUD-funded Section 8 properties and affordable housing portfolio. This pivotal role requires a dynamic leader with extensive experience in operations management, program administration , and senior leadership within the affordable housing sector. The successful candidate will drive organizational excellence, ensure compliance with federal housing regulations, and foster innovative strategies to expand and improve our housing initiatives. Your leadership will shape the future of our affordable housing programs, ensuring they are sustainable, efficient, and impactful for the communities we serve. •
Main Duties:
Reporting, Budgeting, Compliance, Recertifications, Collection reports, Delinquency Reports, manage accounting team, OCAF's MUST have YARDI experience. MUST have Section 8 / HUD experience. Responsibilities Monitor EIV Compliance.
Maintain complete audit readiness for:
Management & Occupancy Reviews (MORs)
REAC/NSPIRE
inspections Provide visionary leadership and strategic direction for all aspects of the affordable housing portfolio, including HUD Section 8 properties. Oversee daily operations, ensuring compliance with federal, state, and local regulations related to affordable housing programs. Lead change management initiatives to optimize processes, improve service delivery, and adapt to evolving regulatory requirements. Develop and implement strategic plans that support organizational growth, sustainability, and community impact. Manage budgets, forecasts, and financial reports to ensure fiscal responsibility across all programs. Supervise senior management teams, fostering a high-performance culture through effective management, mentoring, and supervision. Drive business development efforts to expand affordable housing opportunities through partnerships, grants, and innovative funding sources. Oversee project management activities related to property development, renovations, or portfolio expansion initiatives. Implement process improvements that enhance operational efficiency and service quality for residents and stakeholders. Ensure rigorous program management practices are in place to meet performance metrics and compliance standards. Cultivate relationships with government agencies, community organizations, and funding partners to support organizational objectives. Qualifications Proven experience in operations management within the affordable housing sector or related fields such as real estate development or property management. Strong background in HUD programs, specifically Section 8 housing policies and regulations. Demonstrated success in senior leadership roles with supervising experience at a strategic level. Expertise in change management, strategic planning, business development, and process improvement initiatives. Skilled in budgeting, forecasting, financial analysis, and resource allocation. Exceptional project management skills with a track record of managing complex initiatives from inception to completion. Excellent leadership abilities with a focus on team development and fostering a collaborative work environment. Knowledge of federal housing policies, compliance standards, and program administration requirements. Ability to adapt quickly to regulatory changes while maintaining operational stability and growth momentum. $150,000.00 - $175,000.00 per year
