The New Mexico Department of Health (NMDOH) is one of the executive branch agencies of the State of New Mexico. Our mission is to ensure health equity, we work with our partners to promote health and well-being and improve health outcomes for all people in New Mexico. The Cancer Prevention and Control Section is comprised of Breast and Cervical Cancer Early Detection Program and Comprehensive Cancer Program. This section is a Public Health Program within the Population and Community Health Bureau (PCHB) of the New Mexico Department of Health. Why does the job exist? The Cancer Prevention and Control Section Director will be charged with providing leadership to the Cancer Prevention and Control Section. The incumbent will manage the Breast and Cervical Cancer Early Detection Program, and provide oversight of the Comprehensive Cancer Program. This position will ensure the cancer programs support the mission of the New Mexico Department of Health and that programmatic goals and objectives are met and evaluated in order to reduce the burden of chronic diseases, and preventable cancer morbidity and mortality in New Mexico. This position will address the continuum of cancer control with an emphasis on primary prevention, risk reduction, early detection, cancer survivorship, and outreach to underserved populations. The program manager engages in core public health functions, provides essential public health services, and strengthens public health infrastructure in the context of the Department of Health (DOH) Strategic Plan and the State's Strategic Health Improvement Plan to achieve the DOH and the Public Health Division's (Division) mission, vision, goals, objectives, and strategic directions. How does it get done? This position will work in determining strategic direction for the program and applying evidence-based practices and promising approaches that align with the mission and goals of the Cancer Prevention and Control Section. This position will work in developing and overseeing a complex budget with multiple funding sources to support the human and other resources, including contracts, required to achieve strategic goals; along with interpreting and adhering to federal and state funding requirements, including procurement codes. This position will also work in directing, supporting, mentoring, and developing staff, including addressing the variety of issues that may affect staffs' ability to function in their job. The internal and external customers are partners among community organizations and State partners to promote and establish effective collaborations with a broad network that includes Cancer Prevention and Control advocates, Department of Health Divisions and programs, other state's Cancer Prevention programs, and other New Mexico State agencies. Minimum Qualification Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and five (5) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Working Conditions Work in an office setting with exposure to visual/video display terminal (VTD) and extensive personal computer and phone usage. Statewide travel, with the possibility of out-of-state travel and/or overnight travel, as required by funders. Ability to lift up to 40 lbs (bending, stooping and reaching). Responsibilities include numerous deadlines, and the ability to manage multiple assignments concurrently is necessary. Some data entry into data management systems may also be required.
