4/10's, 7am - 6pm. Mon-Thurs. The ideal candidate is a strategic leader who can supervise staff, manage performance, and drive progress toward organizational goals. They have extensive experience in integrated marketing across digital, social, and traditional channels, and collaborate effectively with internal teams and external partners to lead campaigns, outreach, and media efforts. They can manage multiple priorities, such as community outreach, events, and partnerships, while supporting departmental objectives. Strong communication, organization, and project management skills are essential, along with a background in marketing, communications, or public outreach. They balance strategic thinking with effective execution.INTRODUCTION
Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.GENERAL PURPOSE
Under direction, supervises and coordinates the work of staff and outside resources engaged in planning, designing, coordinating and implementing public relations, public outreach and engagement programs and activities to achieve District, Southern Nevada Water Authority (SNWA) and Preserve strategic and policy goals and objectives; represents the District/SNWA/Preserve in meeting with other entities, business and community groups, industry associations and the media; provides professional recommendations in formulating communication, branding and channel strategy to engage customers, the community and the public; and performs related duties as assigned.DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Principles, methods and practices in the design and implementation of public relations, community affairs, public outreach and engagement and marketing programs; advertising and public relations industry practices and trends; methods and techniques of writing for advertising, marketing and public relations for a variety of audiences and in various channels; general principles and practices of conflict resolution and crisis management; customer relationship management and internal consulting concepts and practices; public administration principles, policies and procedures; financial/statistical/comparative analysis techniques and formulas applicable to areas of assigned responsibility; budget development and administration methodologies; District/Authority strategic and long-term planning goals and related public affairs, intergovernmental relations, media relations, community relations and business community issues and challenges as they apply to areas of assigned responsibility; federal, state and local laws, regulations and court decisions applicable to District/SNWA/Preserve programs, operations and policies; correct English usage, including spelling, grammar and punctuation; principles and practices of effective supervision; District human resources policies and labor contract provisions.Ability to:
Plan, organize, coordinate and integrate the activities of professional staff, team members from other departments and outside agency, vendor and consultant resources to achieve program goals; build teamwork and collaboration within the unit and with other units and departments to optimize results; apply writing and presentation styles and techniques appropriate for differing business and journalistic/public relations proposes; edit written materials expertly; analyze, evaluate alternatives and make expert recommendations on the design and implementation of major public participation and community outreach programs; interpret complex information and ambiguous situations, discern relevant issues and dynamics and make sound professional recommendations consistent with the organization's mission, values and strategies and in accordance with applicable law, regulation and policy; coordinate multiple projects and meet critical deadlines; maintain accurate records and files; use word processing, graphics and database software applicable to carrying out assigned duties; apply sound political and professional acumen and judgment and exercise tact and diplomacy in dealing with sensitive issues and volatile situations; represent the District/SNWA/ Preserve authoritatively before the media, with elected, business and civic leaders and in multiple forums; establish and maintain effective working relationships with executives, managers, representatives of other governmental agencies, business and community groups and individuals, Preserve donors, the public and others encountered in the course of the work.Training and Experience:
A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a four-year college or university with major coursework in journalism, public relations, communications or a closely related field; and six years of increasingly responsible professional experience involving the development and coordination of public information and outreach campaigns, programs and projects; or an equivalent combination of training and experience.
