About the Primary Counselor position:
JOB SUMMARY - FULL TIME WITH 4-DAY WORK WEEK
The Director of Finance and Administration (DFA) provides executive-level leadership over the fiscal and administrative operations of STEP2. This position is responsible for the full spectrum of financial management to include accounting, budgeting, grant writing and billing, payroll, licensure compliance, and audit coordination, as well as the administrative and human resources functions necessary to sustain a high-performing, compliant nonprofit organization. The DFA serves as a key strategic partner to the Chief Executive Officer and provides regular financial reporting and analysis to the Board of Directors and Finance Committee.
RESPONSIBILITIES
General duties include, though are not limited to: Financial Management Provide fiscal management for all programs in accordance with generally accepted accounting principles (GAAP) and nonprofit fund accounting standards. Maintain an accurate general ledger of all cash disbursements and deposits. Oversee all payroll functions, including maintenance of accurate tax records, processing employee pay, and ensuring timely payment of all employment-related taxes. Prepare and monitor the annual organizational budget in conjunction with the Chief Executive Officer. Prepare monthly, quarterly, and annual financial reports and reimbursement requests as required by funding sources. Review and ensure accuracy of grant billing submissions, including reviewing documentation for compliance with funder requirements prior to submission. Ensure monthly transactions are posted promptly and accurately. Collect and document all service fees in conjunction with the Accounting Manager; submit monthly reports to the Chief Executive Officer for review. Verify irregular direct expenses with appropriate STEP2 personnel before issuing payment. Maintain accurate records of all STEP2 checking, savings, and investment accounts. Coordinate fiscal risk management activities in conjunction with the Chief Executive Officer. Coordinate the annual independent audit of STEP2, including preparation of all audit schedules and work papers. Provide financial support to agency fundraising activities, including event accounting and donor acknowledgment records. Support Board & Finance Committee Prepare financial reports for review and approval by the Board of Directors and Finance Committee. Present financial information clearly to board members and respond to questions on fiscal matters. Provide the Finance Committee with timely, accurate information to support the organization's fiduciary responsibilities. Grants & Compliance Collaborate with the Chief Executive Officer on grant financial management, including budget development, drawdown requests, and fiscal reporting. Monitor grant expenditures against approved budgets; flag variances and provide recommendations. Assist in the preparation of grant applications, including development of program budgets and budget narratives. Maintain financial compliance with all local, state, federal, foundation, and private funding sources. Assure the filing of all required financial and regulatory documents and monitor compliance with applicable laws and regulations. Human Resources & Administrative Management Oversee human resources functions including recruitment support, onboarding, benefits administration, and maintenance of personnel files in compliance with applicable law. Ensure job descriptions are current and compliant with all local, state, and federal regulations. Administer compensation and benefits programs; conduct market comparisons and present recommendations to the CEO as appropriate. Maintain and update HR policies and procedures in the STEP2 Employee Handbook. Serve as the primary point of contact for employee benefits enrollment, changes, and questions. Oversee all federal, state, and local licensing, facilities and grounds licensing, and business compliance. Oversee administrative support functions including office operations, vendor relationships, and organizational recordkeeping. Additional Responsibilities Comply with all federal and state laws pertaining to client confidentiality when interacting with people and organizations outside the agency. Maintain knowledge of developments in nonprofit finance, HR management, and regulatory requirements relevant to STEP2's operations. Other duties assigned by the Chief Executive Officer.
MINIMUM QUALIFICATIONS
Education & Training Bachelor's degree in Accounting, Business Administration, Finance, or a related field required. Master's degree or CPA license are preferred. Experience Minimum of three (3) years of accounting or financial management experience required, with at least two (2) years in a nonprofit setting preferred. Experience with grant billing, fund accounting, and human resources administration preferred. Knowledge & Abilities In-depth knowledge of general accounting principles, fund accounting, and nonprofit fiscal management. Proficiency with accounting software, payroll systems, and standard office technology including spreadsheets and database tools. Working knowledge of HR best practices, employment law, and benefits administration. Ability to collect, analyze, and present financial data clearly for diverse audiences including executive leadership and board members. Strong organizational skills with the ability to manage multiple priorities simultaneously and meet deadlines. Excellent written and verbal communication skills. Demonstrated commitment to STEP2's mission, values, and the populations it serves. This position will be located Mathewson Family Counseling Center, where the administrative offices are located. This is a full-time salaried position based on experience. This position is eligible for medical benefits, paid time off, and a 403B.
