About the
Position:
The Office of Assembly Member Emérita Torres seeks a full-time Policy and Budget Director to the development, analysis, and implementation of the office's legislative and budget priorities. The Director will conduct research on city, state and federal policy issues, draft legislation, and guide the Assemblymember's strategy throughout the annual budget process. The role involves working closely with community organizations, government agencies, legislative staff and other stakeholders to advance legislation and budget initiatives. This position requires strong analytical and communication skills and a deep understanding of New York State government - including the legislative process and budget cycle. The ideal candidate is proactive, detail-oriented, and committed to advancing equitable and effective public policy on behalf of the Assemblymember and the communities she serves. The Director will report to the Chief of Staff. Job Duties Conduct legislative, policy and budget research. Draft legislation on behalf of the Member. Analyze and make recommendations on bill sponsorship requests for the Member based on her priorities. Engage and liaise with legislative staff, advocates, and agency personnel on negotiating legislative changes. Prepare the Member for floor debates, committee hearings and meetings, and any other legislative-related engagements. Draft policy memos for the Member as needed. Act as liaison with specific groups (e.g., labor unions, legislative task forces and committees, school boards, organizations, etc.). Lead on legislative operations, including delivering memoranda to other offices, filing bills, and managing cosponsorship requests and the LRS system. Other duties as needed to support the team Qualifications for Success Bachelor's degree required; a JD or Master in Policy or Administration is preferred. Demonstrated commitment to the policy and community priorities of Assemblymember Torres. Deep understanding of New York State government, including the legislative process and the state budget cycle. Demonstrated experience in public policy, government affairs, budgeting, or a related field. Strong analytical and research skills, with the ability to interpret complex policy and fiscal information. Excellent written and verbal communication skills, including the ability to produce clear policy memos, briefs, and legislative materials. Ability to manage multiple priorities, meet deadlines, and work effectively in a fast-paced legislative environment. Strong collaboration and relationship-building skills with stakeholders, community groups, and government partners. Strong interpersonal and collaborative skills, with the ability to both offer and receive feedback in a constructive and solutions-oriented manner. Experience cultivating and maintaining respectful, professional relationships within fast-paced, mission-driven environments. Proficiency with data analysis tools, budget documents, and legislative tracking systems.Compensation and Benefits:
