As the 17th largest housing authority in the nation, CMHA oversees approximately 4,718 public housing units and administers over 11,700 Housing Choice Vouchers, in addition to actively expanding its portfolio through affordable housing development initiatives. Our vision is to shape the future of housing by leveraging sustainable funding models and fostering strong partnerships with community stakeholders to deliver high-quality, affordable housing solutions. We are currently seeking a motivated and results-oriented leader to serve as Manager of the Housing Choice Voucher Program. As the HCV Program Manager, you will provide strategic leadership and operational oversight to support the success of CMHA's Housing Choice Voucher Program. This role works closely with the HCV Assistant Director to manage eligibility, certifications, compliance, and customer service efforts. Key Responsibilities:
Supervise staff and oversee day-to-day operations for eligibility, re-certifications, and case management. Ensure program compliance with HUD regulations and CMHA's Administrative Plan. Coach and develop team members, ensuring high performance and alignment with organizational values. Analyze reports and data to inform strategic decision-making and performance improvements. Act as a liaison for tenant and landlord concerns, resolving issues with professionalism and respect. Lead process improvements to enhance efficiency and customer satisfaction. Participate in staff recruitment, onboarding, and training. Support audits and compliance reviews to ensure high performance and program excellence.
Qualifications:
Knowledge of landlord/tenant law, contract administration, and HUD/HCV regulations. Proven leadership in managing high-performing teams in fast-paced environments. Strong communication skills to engage effectively with diverse, low-income populations and internal/external stakeholders. Results-driven mindset with a focus on accountability, initiative, and service excellence. Proficiency in Microsoft Office and the ability to learn program regulations and systems quickly. Bachelor's degree in public/business administration, urban studies, or a related field. Equivalent experience may be considered. Minimum 3 years of supervisory or management experience leading large teams. HCV Program Management Certification (or equivalent) required within one year of hire.
