GENERAL DESCRIPTION
The Director of Office of Budgets works under the direct supervision of the Treasurer and is responsible for the coordination, preparation, and maintenance of all budgets for the Cheyenne and Arapaho Tribes. This position provides technical, analytical, and administrative support to ensure that expenditures align with approved budgets and that financial data is accurate, compliant, and timely. The Budget Manager collaborates with multiple departments, programs, and divisions to assist in developing, revising, and monitoring annual and program-specific budgets. The role supports the Office of Budgets in promoting financial accountability and efficient fiscal management across all tribal operations.
KEY RESPONSIBILITIES
1.
Budget Development and Oversight:
o Develop, prepare, revise, and edit annual and program-specific budgets for all tribal departments and programs. o Review and process budget revisions as requested by departments and programs, ensuring alignment with funding sources, operational needs, and compliance requirements. o Monitor expenditures to ensure compliance with approved budget allocations and funding requirements. o Conduct variance analysis and provide recommendations to address discrepancies. o Assist program directors and department heads in developing and managing their budgets. o Utilize accounting and budget management software to input, track, and report financial data. 2.
Financial Analysis and Reporting:
o Compile and analyze budgetary data for presentation to the Treasurer and authorized officials. o Prepare and distribute periodic budget reports and financial summaries. o Assist with forecasting, fiscal planning, and long-term financial projections. o Ensure compliance with tribal, federal, and grant-specific financial regulations. 3.
Coordination and Communication:
o Work closely with other Treasury staff and program managers to ensure accurate and consistent budget documentation. o Interpret and apply complex documents, including grant agreements, resolutions, and funding guidelines. o Maintain confidentiality and professionalism in all financial matters. o Supervise and provide directions to a seasonal administrative assistant during the annual budget cycle. 4.
Other Duties:
o Participate in audits, meetings, and training as required. o Perform other duties as assigned to support the operations of the Office of the Budgets
QUALIFICATIONS
  • Associate's or Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred.
  • Minimum of two (2) years of experience in budgeting, accounting, or financial management; experience within a governmental or tribal organization preferred.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Experience using accounting and budgeting software systems.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to interpret and apply complex financial documents, including grant agreements and resolutions.
  • Ability to work effectively with diverse departments and leadership levels.
  • Must maintain a high level of confidentiality and integrity.
  • Must possess a valid state-issued driver's license and be insurable under the Tribe's vehicle insurance policy.
WORKING CONDITIONS
  • Full-time position, Monday through Friday, 8:00 AM to 5:00 PM; hours may vary based on the Tribes' needs.
  • Work is performed on-site in a standard office environment.
  • Extended hours may be required during budget season.
  • Occasional travel may be necessary for meetings, training, and conferences.
Department of Treasury SALARY:
Negotiable, depending on qualifications and experience.
