Job Description

The City of Independence, Oregon (population 10,638) is recruiting its next Public Works Director. Joining the City during this period of marked infrastructure investment and modernization, the Public Works Director is a key member of the City Management Team and will have a front-seat role collaboratively supporting and defining the growth and longevity of the City itself. The next Public Works Director will have the opportunity to lead a skilled and dedicated Public Works team and shape the Department's next chapter of service and innovation, notably including the construction of a new regional surface water treatment plant. Under the direction of the City Manager, the Public Works Director oversees all aspects of the City's infrastructure and essential services, including engineering, water, sewer, stormwater, streets, facilities, and equipment maintenance. The Director serves as a trusted advisor to City leadership and is a key contributor to the City's management team. The position supervises approximately 13 FTE positions. Responsibilities also include the development and management of budgets, ensuring compliance with state and federal standards, and representing the department at public meetings and intergovernmental collaborations. The City of Independence, Oregon, tucked along a wide, scenic bend of the Willamette River just south of Salem, is a short drive from Portland, Eugene, and the Oregon Coast providing easy access to Oregon's most dynamic destinations.   • Strong leadership experience with a deep sense of civic purpose
  • Broad knowledge of public works operations to bring new perspective/expertise on operational approaches and oversee a high volume of projects
  • Experience with civil engineering
  • Excellent staff management abilities
  • Skills to provide and support effective financial management
  • Experience with procurement and contract management
  • A commitment to maintain and enhance inter-agency working relationships,
  • Accessible, consistent, and respectful communication style
  • A willingness to be visible in the community with an appreciation of Independence A bachelor ' s degree in civil engineering, public administration or related field and at least six (6) years of progressively responsible experience in public works operations, engineering, or municipal infrastructure management.
Registration as a Professional Civil Engineer in the State of Oregon (or the ability to obtain a license within six (6) months) is attractive, and a valid Oregon Driver's License (or ability to obtain one) with a satisfactory driving record is required. Combinations of relevant education and experience that demonstrate the knowledge, skills, and ability to perform essential functions may be considered. Compensation is $107,742.31 to $144,385.00 plus excellent benefits.
