OVERALL OBJECTIVE OF JOB
Professional position that works with a high degree of independence to perform advanced accounting and fiscal functions in support of assigned operation(s). Responsibilities include direct contact with various state agencies, County Department Directors and Program Managers, service providers, and Advisory Boards regarding periodic financial and regulatory reports and budget performance, The position will ensure compliance of those functions with federal and state regulations; federal, state, county, and local policies, procedures, and general accounting methods to maintain county financial records. The position supports assigned programs, providing fiscal information necessary for overall functions and operations of the department.
ESSENTIAL FUNCTIONS OF JOB 1.
Prepares and monitors budgets and fiscal expenditures. 2. Prepares all financial reports as required within department for federal, state, and local regulations. 3. Verifies accuracy and completeness of all financial documents for compliance with federal, state and county policies, procedures, and accounting practices. 4. Prepares reports requested of Program Director in support of program necessary for any vital decisions impacting client services or other situations. 5. Reviews invoices and billings received by department for compliance with contract and resolution for any discrepancy. 6. Monitors all provider billing and invoices to track encumbrance levels to ensure payments are not made over and above approved contract amounts. 7. Monitors service providers to ensure compliance with federal, state, and local regulations; completed at a minimum of once annually. 8. Monitors and analyzes expenditures, financial statements, budgeting information and records of services procured through department and makes fiscal recommendations. 9. Reconciles accounts and prepares revenue and expenditure adjustments and enters into the County accounting system. 10. Participates in the contracting/procurement process for services with the department. Ensures fiscal and program compliance with federal, state, and local requirements and/or regulations. 11. Develops, implements, and maintains fiscal policies and procedures for the assigned programs and operations. 12. Coordinates various projects as assigned by Supervisor. 13. Acts as a liaison between the Fiscal Department and the assigned programs or operations. 14. Interacts with internal and external government departments, agencies, providers, vendors, and program staff as required to perform essential job duties. 15. Establishes and maintains statistical data, files and records as needed within the department. 16. Creates complex spreadsheets on computer software and prepares required reports and financial support and data as needed by the County and/or program. 17. Assists the Program Director in setting the financial objectives for the agency in order to meet the program goals, and reporting those to the Assistant Fiscal Director for Human Services. 18. Supports efforts to gather necessary information for completion of the County annual audit. 19. Attends meetings established by federal, state and county agencies and necessary in completion of job functions and obtaining updates on procedure and policy changes within the department. 20. Exercises independent judgments regarding optimizing funding sources for agency's benefit and presenting those options to Program Director and Assistant Fiscal Director for Human Services for review and disposition. 21. Participates in the program/department management team.

WORKING CONDITIONS 1.
Works indoors in adequate workspace, lighting, and temperatures, with fluctuations in ventilation and temperature. 2. Works with average indoor exposure to noise, stress, and disruptions. 3. Works with normal exposure to dust, dirt, pollen, and mold. 4. Travels periodically to training and job-related meetings. 5. Able to work extended hours as necessary.
PHYSICAL/MENTAL REQUIREMENTS 1.
Able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting, reaching, and driving as necessary to carry out essential duties of the position. 2. Dexterity requirements range from simple to coordinated movements of fingers and hands, feet and legs and torso as necessary to carry out the duties of the position. 3. Sedentary work, with occasional lifting and carrying of objects with a maximum weight up to fifty (50) pounds. 4. Must demonstrate emotional stability. 5. Able to cope with the physical and mental stress of the position. 6. Able to pay close attention to details of work requirements.

1. Governmental accounting, governmental best financial practices, general accounting methods, policies and procedures and the ability to prepare required financial reports and statements. 2. Federal, state and county laws, polices and procedures in regard to accounting practices and methods. 3. Financial analysis, budgets, spreadsheets, and interpreting audits. 4. General knowledge and understanding of the County's policies and procedures. 5. Intermediate to advanced accounting knowledge. 6. Technical knowledge of operating personal computers and other office equipment. 7. Advanced knowledge, experience, and ability to prepare complex accounting and statistical reports and the ability to make sound fiscal recommendations when necessary.
Skill in:
1. Strong verbal and written communication skills and ability to speak and understand the English language in an understandable manner in order to carry out essential job duties. 2. Possess computer skills in Microsoft Office applications, including Excel and Word, the email system and basic Internet for research and job functions. 3.
