Job Statement Provides objective, consultative advice to the Commissioners and strategic direction for financial functions including accounting, budget, credit, insurance, tax policy, and treasury. The overall purpose of this position is to improve and maintain the financial accountability of public funds for Huntingdon County. This position will also perform other analysis and reviews of county operations as directed by the Board of Commissioners and Chief Clerk. II. Job Duties/Responsibilities include but are not limited to: 1. Ensure proper financial controls are in place and that financial transactions support the overall business strategy while conforming to applicable laws and regulations. 2. Advise the Commissioners on long-term fiscal strategies and policy direction. 3. Provide guidance for financial performance and data analysis to Commissioners and staff that enables proactive decision making. 4. Oversee administration of the fiscal office, supervising payroll and accounts payable to ensure that all processes are executed appropriately and timely. Operates as the subject matter expert and escalation point to resolve issues and continuously look for improvements in operational processes and designs and implements those initiatives. 5. Collaborate with the external auditing firm and fiscal staff to ensure proper application of new government accounting standards and accuracy of financial statements. 6. Direct budget strategy, development and oversight. 7. Present proposed budget at public meeting for approval by the Board of Commissioners. 8. Lead calls with bond rating agencies evaluating County credit worthiness. Set forth strategies, key analysis, and data points to control the meeting and maintain or improve the county bond rating. 9. Oversee financial and cash flow forecast and capital asset financing. 10. Establish fiscal policy, including fund balance reserve requirements, borrowing capacity and limits, and appropriate use of reserves. 11. Establish long-term strategy for tax-base revenue growth, including use of tax incentive programs. 12. Serve as key advisor to the Retirement Board and Salary Board. 13. Oversee the county debt portfolio, interest rate management agreements, and compliance measures. 14. Manage county liquid fuels funds and reporting. 15. Enforce compliance of established fiscal policies created by the Board of Commissioners. 16. Establish grant compliance guidelines and ensure compliance with Federal Uniform Guidance as it pertains to federal cost principles, reimbursement, procurement, and audit requirements. 17. Oversee the development of a rolling five-year capital plan and evaluation of new requests to ensure assets are being properly maintained and replaced. 18. Serve as grant manager for all county grants, providing financial oversight and direction/analysis as necessary. IV. Job Specifications A. Education

• Bachelor's degree in accounting, finance, or business administration
• CPA, CPFO, or CGFM designation B. Experience
• Five years audit and accounting experience with CPA firm
• Five years of progressively responsible financial managerial experience
• Five years recent experience in public sector financial accounting and finance ore related private sector experience
• Applicable experience may be substituted for any requirement at the discretion of the Board of Commissioners C. Knowledge, Skills, and Abilities
• Financial principles and practices commonly used in the fiscal management of County government including GFOA best practices and zero-based budgeting principles.
• Generally Accepted Government Accounting Principles.
• Federal and State funding streams for human services, 911, bridges, etc.
• Federal Uniform Cost Principles promulgated in 2 CFR 200.
• PA Local Government Unit Debt ACT (LGUDA).
• PA Act 6 and Act 44 of the state pension law for Counties and defined benefit pension plans and liability growth drivers.
• PA Act 72, 10 and Class 6 county code section 1706 for investment of county funds.
• Compensation and benefits structures.
• Financial modeling and analysis.
• County financial statement structure, including restrictions on reserves.
• Cash flow management.
• Long-term financial and capital planning principles.
• Data analytics used to collect, interpret, and present data to enable strategic decision making.
• Microsoft PowerPoint, Excel, and ERP systems in general.

D. Physical Requirements While performing the duties of this position, the incumbent will frequently be required to sit for extended periods of time, stand, walk, talk, hear, and work with office equipment and work with electronic media which can create eye strain.
