Job Description
HUD. LCHA
has been participating in the ROSS Program for nine years, demonstrating its ongoing commitment and stability. The ROSS & Social Services Program Manager will be primarily responsible for the development and implementation of the Resident Opportunity and Self-Sufficiency (ROSS) program, while also serving as the primary social services navigator and case management resource for residents of Cross City Properties' (CCP) 95 scattered-site homes throughout Lancaster City. Together, these two complementary functions form the core of this position - connecting Public Housing and CCP residents with the fools, resources, and partnerships they need to thrive. These services should enable participating families to increase earned income, reduce or eliminate the need for assistance, make progress toward achieving economic independence and housing self-sufficiency, or, in the case of elderly or disabled residents, help improve living conditions and enable residents to age-in-place. You will connect residents with needed resources, work with existing partners and establish new partnerships to leverage additional resources and opportunities for residents. Responsibilities include periodically evaluating program success, preparing program/grant reports, and assessing resident needs. This position is funded by a three-year grant from HUD, which is eligible to renew every three years.What You'll Do:
1. Possess a working knowledge of ROSS grant processes and reporting procedures. 2. Develop and maintain a comprehensive network of local education, training, mental health, substance abuse, economic development, and other supportive services for youth and adults. 3. Create and maintain a directory of available service resources and act as a liasion between participants and providers. 4. Identify participant needs, define clear and measurable goals to address those needs, and connect participants with resources. Document progress and re-evaluate services for adequacy. 5. Proactively coordinate educational/preventative health programs and services for residents. 6. Assist participants in completing all necessary application and enrollment forms. 7. Have regular contact with clients including in person, by phone and in writing. 8. Complete paperwork, monthly reports and case notes accurately and on a timely basis. 9. Coordinate referrals to supportive services for ROSS participants and participating CCP residents, including but not limited to mental health, GED programs, employment workshops, financial education, substance abuse with appropriate community agencies. 10. Proactively develop and promote self-reliance activities for families including but not limited to Financial Counseling, Homeownership and GED programs. Arrange for education sessions on such topics as tenant rights and responsibilities, elderly abuse, aging-in-place, and maintaining independent living. 11. Evaluate needs and gaps in services and work to identify solutions. 12. Coordinate with the FSS program as needed to ensure fluid transfer of participants between programs to support resident progress toward self-sufficiency. 13. Must be cross-culturally and emotionally competent to interact with individuals from different cultural backgrounds. Hold a valid state driver's license and be insurable under the Authority's automobile policy ; pass federal, state, and local criminal investigation clearances; and pass a drug screening test administered by the Commission or its designated provider. Ability to investigate complaints of program abuse and fraud. Document and take appropriate action in such cases, per agency policies and procedures, with accuracy and efficiency. Demonstrate strong organizational skills, with the ability to develop and maintain a systematic record of resident interactions. Excellent verbal and written communication skills are required. Employees in this classification are required to serve a six (6) month introductory employment period to receive permanent status.Possess one of the following:
Bachelor's degree in business administration, public administration, housing management, human/social services, or related field. Associate degree in a related field such as Social Services, Psychology, Human Services, Counseling, or a related area with five (5) years of relevant experience. Two (2) years of experience in case management or related work. Equivalent combination of relevant education, training, and experience that meets the requirement to successfully accomplish the assigned duties and responsibilities. Possess working knowledge and understanding of methods and techniques of effective case management and assessment skills. Bilingual is preferred. Working Conditions/Physical Requirement (with or without reasonable accommodation) 1. There will be occassional short deadlines associated with this position. 2. Moves intermittently during working hours and subject to frequent interruption. 3. Must function independently and in team setting; have flexibility, personal integrity, and the ability to work effectively with residents, support agencies, and move intermittently throughout the workday. 4. Work environment is occasionally hectic. 5. Deadlines involve submission of funding applications and periodic electronic submissions to HUD. 6. Ability to deal with a variety of people and unusual situations. 7. While performing duties of this job, the employee is regularly required to talk or hear. 8. The position requires standing and walking regularly. 9. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
