SC Housing's Multifamily Development Division administers a diverse portfolio of housing development programs across the state of South Carolina to include Low Income Housing Tax Credit (LIHTC), HOME, SC Housing Trust Fund (SCHTF), National Housing Trust Fund (NHTF), and Multifamily Tax-Exempt Bonds programs. We are seeking an individual to manage, plan, and underwrite applications our Multifamily Development Division awards. Underwriting determines the fiscal feasibility as it relates to the complexity of financing affordable multifamily housing. Responsibilities of theMultifamily Underwriting Manager:
Manage, direct, and conduct financial underwriting and technical analysis of applications for funding across all programs within the Multifamily Development Division. Perform feasibility analyses to assist in determining funding awards. Design and implement underwriting formats to provide analysis and historical data for all programs. Utilize discretion and sound judgment to manage financial procedures and ensure fiscal responsibility. Coordinate and maintain information flow with Multifamily Development Leadership. Lead, mentor, and develop a team Multifamily Underwriters, fostering a collaborative and high-performance environment. Collaborate with team members to establish effective policies and procedures, ensuring program success. Maintain productive relationships and provide technical assistance to internal and external partners. Contribute to program development and support award recipients in project completion strategies. Agency Minimum Requirements•: Bachelor's degree in business, public administration, accounting, finance, or a related field and three (3) years of full-time experience in federal grants, housing subsidy programs, housing management, housing construction, housing finance, real estate, mortgage industry and/or other housing related field. Two (2) years of full-time management experience, which may run concurrently with professional experience. • Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.Additional Requirements:
Strong knowledge of laws, regulations, policies, and procedures related to grant or program management, with the ability to interpret and apply them effectively. Advanced computer proficiency, particularly in Microsoft Office Suite, with expertise in Excel for spreadsheet design, data analysis, and accurate data entry into databases. Proven ability to build and maintain effective relationships with internal teams, external partners, and stakeholders with varying levels of grant experience. Excellent written and verbal communication skills, capable of producing professional business correspondence and clear, concise reports. Strong analytical and problem-solving skills, with keen attention to detail and the ability to maintain organized, accurate records. Self-motivated with the ability to work independently while effectively collaborating with program participants and SC Housing staff. Skilled in conflict resolution, with the ability to address issues promptly and professionally to achieve mutually beneficial outcomes. Strong time management and multitasking abilities, capable of prioritizing tasks and meeting deadlines in a fast-paced environment. Sound judgment and discretion, with the ability to make well-supported decisions based on thorough analysis. Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations.
