Rural Health Program Evaluation Methodologist IEM $105,000 - $120,000 paid holidays, 401(k), remote work United States, North Carolina, Raleigh 5420 Wade Park Boulevard (Show on map) May 15, 2026 IEM is looking for a Full Time-Rural Health Program Evaluation Methodologist to serve as a technical leader on the
GO-NORTH
evaluation team for Hampshire's Rural Health Transformation Program (RHTP). This role is responsible for the evaluation architecture, including logic models, theories of change, measurement frameworks, analytic models, and reporting, and for assessing progress across five initiatives: care coordination, mobile integrated health, telehealth, pharmacy access, and non-emergency medical transportation. The role manages data relationships with the NH All-Payer Claims Database, NH Health Information Organization, Medicaid MMIS, and the State Office of Rural Health; oversees Data Use Agreements; and ensures all data assets are prepared for transition to State ownership at contract close. It also supervises five Hub Evaluation Leads and works withGO-NORTH
leadership and CMS to ensure evaluation activities are objective, credible, and aligned with CMS requirements.Primary Location:
Live anywhere that meets remote work requirements in the United States including Puerto Rico. Work is expected to take place at home or personal office space. Preference will be given to candidates living in Hampshire.Travel Requirements:
This position may require travel to complete work assignments or attend meetings.Essential Functions:
Calculate disaster grant award amounts using program documentation for home restoration applicants. Ensure compliance and accuracy of documentation submitted by construction vendors and subrecipients for construction draw payments. Review and verify documentation, invoices, and receipts for eligibility and compliance with reimbursement guidelines. Submit eligible and complete fund requests to clients for payment processing. Collaborate with construction project managers to resolve unapproved or ineligible fund requests. Coordinate with the five Hub Evaluation Leads to review hub-level financial data submissions monthly, identifying discrepancies, funding gaps, or reporting inconsistencies requiring escalation or corrective action within ten (10) business days. Track and resolve files returned for correction or completion to ensure efficient resolutions. Assist in the creation and documentation of award notices. Maintain professional collaboration with program staff, emphasizing technical assistance, productivity, and team building. Compile and report spending data broken down byCMS RHTP
permissible use of fund and initiative for inclusion in Quarterly Progress Reports, Annual Program Reports, and the Final Evaluation Report. Support data acquisition and integration activities with key state health data systems, including the NH All-Payer Claims Database, NH Health Information Organization, Medicaid MMIS, and the State Office of Rural Health, ensuring financial and utilization data are consistently coded and documented. Assist in maintaining Data Use Agreement (DUA) registers, tracking renewal schedules, and ensuring all financial data assets and documentation are organized for transition to State ownership at contract close, consistent with 2 CFR Part 200 requirements. Respond toGO-NORTH
questions, data requests, and financial reporting inquiries within one (1) business day; notifyGO-NORTH
of any actual or potential risk to deadlines or CMS reporting requirements as soon as identified. Participate actively in financial, compliance, construction, and QA/QC planning and status meetings.Minimum Qualifications:
Degree:
Bachelor's degree in accounting, finance, auditing, public administration, public health, or a related field.Experience:
Five (5) years of experience processing grant payments, invoices, and financial reporting on federally funded grants for the State of Hampshire, other states, or the federal government. Demonstrated experience with federal grant financial compliance, including familiarity with 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and CMS-funded or CMS-reporting program requirements. Strong fiscal management competencies, including integrity, accountability, and teamwork. Experience supporting financial reporting for state-administered health programs, with ability to track and report expenditures broken down by program initiative and CMS permissible use of fund categories. Ability to maintain accurate documentation supporting transition of financial data assets, metric construction records, and Data Use Agreement registers to State ownership at contract close. Proficiency in MS Office, especially Excel.Preferred Qualifications:
Degree:
Master's degree in evaluation methodology, health policy, public health, or a related discipline. Knowledge of federally funded grant programs such asCDBG/CDBG-DR, FEMA
HMGP, Treasury ARPA, and CARES Act grants. Experience with CMS-funded health programs, Medicaid MMIS financial data, or state health agency grant financial administration (e.g., Medicaid 1115 waivers, CMMI models, or comparable federal health transformation initiatives). Familiarity with the Hampshire All-Payer Claims Database (APCD), NH Health Information Organization (NHHIO), or other NH health data infrastructure. Experience supporting multi-site evaluation programs, including financial coordination across five or more subrecipients, hub organizations, or contracted partners. Hampshire residency or established knowledge of Hampshire's rural health landscape, including the financial and operational constraints facing rural providers and communities.Additional Information:
