Job Description
Job Responsibilities Budget Development Manager The Department of Administration's Executive Budget Office (EBO) is growing and are now seeking an experienced Budget Development Manager. This is an opportunity to join state government with the team responsible for assisting the Governor's Office in the development of the Executive Budget and oversight of the annual state budget for South Carolina. In this role you will supervise a team of professional staff overseeing processes related to the request, submission, development, monitoring, tracking, and reporting of the annual Executive Budget and Appropriations Act. This position is onsite in Columbia, SC. Responsibilities of the
Budget Development Manager:
Provide oversight and lead special projects. Manage the development of reports to support the annual appropriations process for staff of the Governor, General Assembly, and state agencies. Assist in the development and preparation of the Governor's Executive Budget, Governor's Appropriations Bill, and other required publications. Direct the development, monitoring, and administration of the State's operating budget from agency funding requests through program implementation. Manage the analysis of agency budget requests to determine consistency with laws and strategic priorities established by the Governor's Office. Prepare and justify funding and program recommendations to leadership. Develop standardized procedures for staff, to provide guidance and training on various processes. Oversee the analysis and development of statewide funding requirements. Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork. Minimum and Additional Requirements A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.Additional Requirements:
Knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting, or financial management. Knowledge of governmental finances and institutional fund accounting. Knowledge of electronic data processing financial information and reporting systems. Knowledge of state and federal laws and regulations applicable to the area of employment. Knowledge of state governmental fiscal and budgetary processes. Knowledge of office management and organizational concepts. Ability to proficiently apply mathematical concepts. Ability to plan and implement a complex financial management system. Ability to interpret and analyze financial data and reports. Ability to interpret complicated federal and state statutes, rules, and regulations pertaining to applicable programs. Ability to manage a professional accounting and clerical staff. Ability to communicate effectively both orally and in writing.
