Job Description

Position Summary The Chief Housing and Real Estate Officer (CHREO) is a senior executive responsible for the strategic oversight, execution, and performance of the agency's housing portfolio and real estate activities. This includes public housing operations, redevelopment initiatives, asset management, and new development aligned with the agency's mission to expand high-quality, affordable, and mixed-income housing. The CHREO integrates housing operations with real estate development, ensuring repositioning strategies translate into financially sustainable, high-performing assets while advancing resident outcomes and community impact. Core Responsibilities
  • Lead portfolio strategy including RAD conversions, Section 18 repositioning, and mixed-finance redevelopment
  • Oversee all real estate development phases including predevelopment, financing, construction, and delivery
  • Structure and approve capital stacks including debt, equity, vouchers, and grants
  • Establish asset management systems to monitor financial performance and long-term viability
  • Oversee public housing operations and property management performance
  • Direct capital planning and modernization investments across the portfolio
  • Integrate economic inclusion and workforce strategies into development activities
  • Develop and manage partnerships with developers, investors, and public agencies
  • Ensure compliance with HUD regulations and local policies
  • Present strategies and performance updates to the Board of Commissioners Qualifications
  • Bachelor's degree required; Master's preferred in Real Estate, Urban Planning, Finance, or related field
  • 10-15+ years of leadership experience in real estate development or affordable housing
  • Experience with HUD programs including RAD, Section 18, and Housing Choice Voucher Program
  • Strong financial and portfolio management expertise
