ASSISTANT CITY MANAGER POSITION SUMMARY
The City of Myrtle Beach, SC is seeking an experienced local government leader to join their team as an Assistant City Manager. The Assistant City Manager provides leadership and administrative oversight of the City's day-to-day operations, with direct responsibility for assigned departments within the City of Myrtle Beach. This role includes guiding departmental operations, managing budgets, and supporting talent development and organizational culture. The Assistant City Manager is a member of the City's executive leadership team and reports directly to the City Manager. The ideal candidate will have significant prior experience involving economic development.
AREAS OF RESPONSIBILITY
Leadership & Operations Management Oversees assigned departments, supervising department leaders and setting performance expectations and accountability measures. Directs assigned City departments, establishing long range plans, goals, and objectives. Collaborates with department heads to ensure programs, services and systems support City goals and objectives. Analyzes operations and evaluates effectiveness; identifies and implements strategies to address inefficiencies. Evaluates staffing levels, organizational structures, and resources. Leads department managers in efforts to identify needed changes and opportunities to improve effectiveness. Leads department heads in managing staff and provides guidance in keeping personnel programs and services in compliance with state, federal and local regulations and in support of City goals and objectives. Provides a fair and equitable work environment for City employees and supervises investigations against City personnel or other grievance and complex employee relations issues. Incorporates policies and procedures that provide appropriate guidelines to staff and department leaders that allow for highly effective operations. Some of these efforts may include accountability measures or documentation measures that allow for evaluation and analysis of performance and productivity. Maintains a comprehensive, current knowledge of applicable laws/regulations and pursues opportunities to stay abreast of advances in the profession through research, reading professional literature, maintaining professional affiliations, and attending training opportunities. Manages assigned special projects by preparing proposals, conducting research, communicating findings and recommendations, and drafting ordinance changes if necessary. Communicates with Council and City leadership regarding progress towards completing the project. Budgetary Oversight Manages the budgeting process for assigned departments, leading the development and submission of proposed budgets. Oversees budget adoption and budget management activities of assigned departments. Monitors revenues and expenditures of assigned departments, ensuring adherence with adopted budget. Leads budget realignment efforts, if necessary, to responsibly manage departmental budgets. Internal and External Engagement Attends and participates in City Council meetings; receives and reviews agenda items, presentations and reports; prepares and presents agenda items, presentations and reports; answers questions, and provides information as requested. Conducts work sessions with the City Council to provide needed information and obtain policy direction on various issues. Establishes, develops, and maintains a variety of professional relationships with external parties in support of government plans, programs and services. Maintains effective communication with the press and the general public. Collaborates with other local, state, and federal government agencies on issues affecting the City. Assists citizens with issues that cannot be resolved by department staff and/or which are sensitive/political in nature; investigates complaints; resolves and recommends solutions. Communicates with City officials, City employees, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attends various meetings, serves on committees, and makes presentations or speeches as needed; represents City Manager at various meeting and functions.
QUALIFICATIONS FOR CONSIDERATION
Bachelor's degree is required. Master's degree in public administration is highly preferred. Ten (10) or more years of progressively responsible experience in local government; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Experience in economic development is strongly preferred.

COMPENSATION & BENEFITS
The expected salary at the time of hire is between $215,000 - $235,000 with the salary offered based upon candidate qualifications and experience. The full salary band offers opportunity for compensation growth within the role. The City is also planning for a comprehensive salary study to be conducted in the next fiscal year.
