Summary:
The Director is responsible for the professional leadership and management of the STRONG Accountable Care Community (STRONG ACC). The
STRONG ACC
is a bi-state, multi-sector, cradle-to-career collaborative dedicated to improving economic mobility and well-being for children, youth, and families—particularly those who are economically disadvantaged—across Northeast Tennessee and Southwest Virginia. The Director is responsible for establishing and executing the goals and objectives for the
STRONG ACC.
The Director provides leadership for strategy, organizational development, and results for the
STRONG ACC.
The Director leads a complex network of partners spanning education, healthcare, social services, workforce development, philanthropy, and government to advance a shared agenda focused on measurable population-level outcomes. The Director represents the
STRONG ACC
to partners, other agencies, community and civic organizations, donors, supporters, and the general public. The Director reports to the Chief Health Disparities Officer, as well as the Leadership Council of the
STRONG ACC.
Core Responsibilities Strategic Leadership and Planning Develops and implements operational plans, policies, and goals that further the strategic objectives of the
STRONG ACC.
Leads the implementation of the STRONG ACC's short and long term strategic plans. Ensures alignment of partners around shared goals, metrics, and evidence-based strategies. Advances systems-level change that improves conditions for economic mobility across the region. Collective Impact/Backbone Management Champions the collective impact framework throughout the region. Provides backbone leadership to the
STRONG ACC
structure and partners through effective goal setting, delegation, and communication. Ensures effective governance, partner engagement, and accountability structures. Supports workgroups in developing and executing action plans tied to measurable outcomes. Partnership Development and Stakeholder Engagement Establishes and maintains contacts with key individuals in both the public and private sectors. Build, sustain and deepen professional relationships with individuals and organizations which share a stake in
STRONG ACC
priorities. Engages community members, including those with lived experience, in shaping strategies and solutions. Resource Development and Sustainability Cultivates relationships with
STRONG ACC
partners, philanthropic organizations, institutional funders and others to obtain contributions, contracts, grants and in-kind donations to support the STRONG ACC's projects and services. Manages financial, statistical, and accounting records of the
STRONG ACC
in partnership with backbone organizations and/or fiscal agents. Ensures long-term sustainability of the
STRONG ACC.
Policy and Advocacy Ensures the representation of the ACC's concerns to federal and state policy makers, task forces and advisory committees, planners and funding bodies. Positions the ACC as an effective, vital resource for health, education, and social policy. Develops and advances nonpartisan federal and state policy agendas aligned with
STRONG ACC
priorities. Coordinates regional advocacy efforts with strong participation from partners. Monitors policy developments and assess implications for the region. Data and Outcome Measurement Champions data-driven decision-making and shared accountability. Oversees shared measurement systems to track outcomes. Ensures regular reporting to partners, funders, and the public. Promotes continuous learning and adaptation. Communications and Marketing Acts as the spokesperson for the
STRONG ACC.
Raises the visibility of the
STRONG ACC
through the development of a sustainable marketing campaign focused on key constituencies as well as general public. Leads strategic communications to build awareness, alignment, and urgency. Implements strategies to expand public awareness of the STRONG ACC's work and program value. Represents the
STRONG ACC
at all appropriate public functions and makes effective public presentations. Organization and Team Leadership Builds a high-performing, mission-driven team. Leads and manages staff, consultants, and contractors. Creates plans for the anticipated growth of the organization's human resources and professional development. Ensures effective operations, planning, and performance management Foster a culture grounded in professionalism, collaboration, and accountability.
Requirements:
Bachelor's degree required. Masters degree in public health, public administration, education, social work or similar field required. Ten or more years working in community organizational leadership and/or non-profit organizational management may substitute for advanced degree. A minimum of five years working in community health improvement and organizational leadership required. Excellent interpersonal, marketing, communication, administration and management skills are essential. Strong verbal and written communication skills, including public speaking and grant writing are required. Excellent understanding of community health issues, health and social policy, and social determinants of health are required. Deep understanding of rural and/or Appalachian communities. Ability to navigate complex political and organizational landscapes with neutrality and credibility.
