Job Description

Nature of Work This is highly professional, financial, and administrative work with responsibility for all accounting and financial operations for Marshall County government. This position was created as the result of Private Act of 2005, Chapter 17. Primary responsibilities include the establishment and maintenance of an accounting system for all funds and oversight and management of the annual budget from conception to closeout for each fiscal year. Other activities associated with the job include the preparation and review of financial statements, assisting with financial planning activities, coordination of annual state audits, assisting with the annual budget preparation process and supervision and oversight of accounts receivable, accounts payable, and payroll. Additional activities include the reconciliation of various accounts, coordination of insurance reporting requirements, overseeing, and assisting with the preparation of 1099's and other financial reports and assisting with grant funded programs and initiatives. The incumbent is also responsible for the supervision of departmental staff and forecasting income and expenditures. Current responsibilities include serving as the ADA Coordinator and assisting with the development of the required transition plan. Job responsibilities require extensive experience in accounting and finance (preferably in a governmental setting), excellent organizational, interpersonal, and decision-making skills, thorough supervisory experience, dedicated attention to detail and extensive knowledge of county government offices and departments including internal financial relationships, auditing standards, and reporting requirements. Job performance is evaluated by the Budget Committee through review of the efficiency and accuracy of financial operations, knowledge of county government operations including acceptable financial and accounting standards, practices and financial reporting requirements, level of support provided to county government operations and interpersonal, organizational, and decision-making skills. Illustrative Examples of Work
  • Performs duties as prescribed in the Private Act and ensures that all financial systems are established and operated in accordance with county policies and GAAP.
  • Ensures that financial systems are established and operated in accordance with sound accounting practices and that operations are compliant with all applicable federal, state, and local laws rules and regulations.
  • Makes recommendations concerning accounting systems and financial policies and procedures for county government operations.
  • Receives annual budget requests from various departments and offices and assembles a consolidated fiscal year budget for all funds.
  • Performs pre-audits of county payrolls, invoices and claims and approves purchase orders for county departments in the accounting system.
  • Prepares letters of agreements for constitutional offices.
  • Maintains the offices written internal control records and updates, as necessary.
  • Reviews federal tax filings on a quarterly basis.
  • Oversees financial transactions including accounts receivable, accounts payable, billing, general ledger, payroll and payroll deductions, county revenues, etc. and ensures the proper maintenance of all related records.
  • Forecasts departmental program expenditures based upon current expenses and projections; adjusts operating budgets and submits requests for amendments to the proper authorities.
  • Reviews expenditures and revenue postings to ensure proper coding and availability of funds and balances cash accounts with the County Trustee.
  • Oversees and assists with making accrual entries and journal entries to correct coding mistakes.
  • Distributes monthly financial reports to elected officials and department heads.
  • Sets up and maintains accounts to properly record the County Budget and classify all expenditures.
  • Performs the year end closing process in the accounting system and reviews all receivables, payables, reserves and encumbrances for accuracy.
  • Oversees and assists with printing and distributing month end and year end reports.
  • Supervises the activities of departmental staff and ensures the accuracy, thoroughness, and timeliness of all accounting transactions.
  • Coordinates the renewal of general liability, property and causality insurance and workers compensation and other employer paid insurance policies.
  • Posts Trustee reports and reconciles cash with the Trustee for all county funds.
  • Oversees and assists with the development of bid specifications, completing required forms, preparing advertisements for local publication, posting to the vendor registry, and maintaining all bid files by fiscal year.
  • Assists with the development of the ADA transition plan in coordination with the Maintenance Director and vendors.
  • Approves travel expenditures for county employees and prepares credit applications when necessary.
  • Issues checks and bank transfers for debt payments and issues checks for capital projects funded through bond issues.
  • Drafts and presents budget resolutions and documents to the Budget Committee and County Commission for approval, obtains final approval from the State Comptroller's Office once the budget is passed by the County Commission and prepares all documents for printing the final budget document.
  • Assists with budget preparation meetings with department heads and elected officials, prepares all documents required for each meeting and formulates budgets for approximately twenty major categories in the general fund.
  • Interacts with non-profit agencies requesting financial assistance from the county.
  • Manages county debt, issues new debt, as directed by County Commission, records, and maintains old debt and ensures debt payments are met in a timely manner after consultation with the County's securities consultants.
  • Assists with the preparation required for insurance renewals, including property, liability, worker's compensation, automobile, etc.
  • Meets with the County Mayor, office personnel and insurance consultant(s) to discuss medical insurance issues and trends and formulate recommendations for the plan for review by County Commission.
  • Assists the benefits coordinator with insurance reconciliations, deductions, and other insurance issues.
  • Calculates the employer and employee portion of the premium for health insurance. Forecasts cost of insurance based on employee selections. Assists and reviews the setup of deductions including pre-tax deductions in the accounting system.
  • Maintains a data base of county contracts by department.
  • Coordinates the annual audit process by providing requested information, preparing required schedules, and meeting with the Audit Manager and staff to discuss any findings.
  • Reviews and remains current on new laws and regulations pertaining to the accounting profession including GAAP and the laws and regulations required to complete CPE for Certified Public Accountant and Certified Government Financial Manager.
  • Performs related duties as required.
Necessary Requirements of Work Graduation from an accredited four-year college or university with a Bachelor's Degree in Business or Public Administration, Accounting or closely related field (Master's Degree in Finance and/or CPA designation preferred); extensive experience in accounting and financial administration of a complex nature including supervisory responsibilities; extensive experience managing multiple financial accounts and performing advanced accounting transactions including forecasts, depreciation, amortization, etc.; excellent organizational, interpersonal and decision making skills, dedicated attention to detail; or any equivalent combination of education and/or experience to provide the following critical knowledge, abilities and skills:
  • Extensive knowledge of the principles and practices of the financial administration and acceptable accounting practices and reporting requirements utilized by county governments in the State of Tennessee.
  • Extensive knowledge of the functions, structure, and operating policies of Marshall County including all elected offices and departments.
  • Extensive knowledge of commonly utilized public accounting practices and procedures including the accrual of funds, amortization, and depreciation schedules, use of internal controls, debt funding, etc.
  • Extensive knowledge of the laws and regulations pertaining to the management of and accounting for public, private, and non-profit funds including all applicable IRS rules and regulations, GAAP, GASB and applicable T.C.A. statutes.
  • Extensive knowledge of the principles and practices of budget development, preparation, monitoring and amendment.
  • Extensive knowledge of financial auditing practices and protocols required by the State of Tennessee including required documentation, preparation of reports, potential audit findings, etc.
  • Thorough knowledge of effective supervisory techniques and practices including selection, evaluation, motivation, and discipline and/or discharge of staff.
