Job Description

Salary Range:
$72,907.90 - $107,539.12 Works under the direction of the Director of Housing and Community Development to plan, direct, and coordinate all activities of Affordable Housing. Provides funds to assist Community Housing Development Organizations (CHDO). Oversees the HOME Investment Partnerships (HOME) for rental and new construction development. Oversees HOME Investment Partnerships American Rescue Plan (HOME-ARP) programs to provide temporary and permanent housing and supportive services for homeless populations. Manages the Affordable Housing department and various programs such as the Memphis Affordable Housing Trust Fund (MAHTF) and Down Payment Assistance programs. Sets long and short-term objectives and works with the private sector on affordable housing resources development. Provides work direction, assignment of duties, evaluation of work performance, and disciplinary actions for assigned staff. Coordinates funding and provides directions on projects and for grantees. Oversees other housing grant programs as they are developed. Prepares and monitors annual operating, administrative, and program budgets. Coordinates and implements the funding process for housing development using Housing and Urban Development (HUD) funding appropriations and other funds as allocated. Facilitates funding reconciliation processes through multiple systems to ensure reimbursement to the city. Interprets local, state, and federal regulations, and codes to ensure compliance with required guidelines federal guidelines. Oversees the creation and dissemination of printed material such as brochures, newsletters, and internal communications for the department. Prepares the request for proposals (RFP), request for qualification (RFQ), and the request for applications (RFA) for existing programs. Supervises the contract application process. Reviews project proposals, construction documents, and budget analysis to evaluate project feasibility and sites. Creates and approves contract amendments per bid and contract agenda forms. Develops and maintains records and tracking systems for financial compliance. Determines the selection process for funding team. Identifies status of housing projects and compiles information to submit for supervisory review. Investigates and responds to client complaints and evaluates the efficiency of housing schemes. Participates in audit reviews by presenting required documents pertaining to federal housing programs. Travels to and attends various meetings, work sites, and properties across the City. Prepares project status and financial reports.
