The Treasury Operations division is the center of financial operations for the state, managing the daily movement of over 200,000 transactions across more than 400 bank accounts. Treasury Operations receives and processes deposits for all state agencies, pays all state disbursements, reconciles state bank accounts and accounts for all state agency cash and interest earnings. The division efficiently ensures the safety and control of the state's treasury, which is approximately a $65 billion pool of funds, and positions them for optimal investment returns. Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business needs.Qualifications Minimum Qualifications Education:
Graduation from an accredited four-year college with a bachelor's degree in accounting, finance, business, or business-related field.Experience:
Eight (8) years with program/project management experience at a Texas state agency. Four (4) years' experience with budget, accounting, and/or personnel processes.Preferred Experience:
Certification in accounting, finance, cash management, or human resources field as a CPA (Certified Public Accountant), CTP Legislative analysis experience. Progressively responsible experience in systems security administration PeopleSoft security administration (roles, permission lists, row-level security). Mainframe security (e.g., RACF/ACF2/Top Secret) for user and resource access. Identity and access management practices Daily defect triage and collaboration with IT on bug resolution and enhancements. Participation in information security preparedness, business continuity, and disaster recovery documentation.Substitution:
Education and experience may substitute for one another. One additional year in budget, accounting, legislative and personnel processes with a state agency may substitute for thirty semester hours of the required education, with a maximum of 120 semester hours (four years).In this role you will:
Information Security Administration:
Manages the division's information security program by serving as the designated Security Administrator (DSC) and overseeing governance, program controls, and division‑wide system security administration Directs the end‑to‑end access management program, including policy enforcement, approval workflows, and multi‑department coordination with IT to ensure secure and compliant provisioning processes. Leads and manages the biannual system access review program. Oversees security governance across PeopleSoft, TAG, Mainframe and other platforms, directing standards for access roles, system controls, and enhancement planning aligned with program objectives. Work closely with IT on resolving PeopleSoft bug resolution and functionality improvement on a daily basis. Serves as the primary security systems program liaison between the division and SAO, Internal Audit, Treasury Safekeeping and Trust Company (TTSTC), IT and other entities. Manages the division's involvement in business continuity and disaster recovery program activities, guiding preparedness efforts, documentation, risk identification, and ongoing collaboration with the ISO. Budget and Personnel Coordination- Directs the division's personnel and budget coordination program, managing documentation workflows (PRFs, PAFs), ensuring compliance with agency standards, and providing guidance to managers to maintain process accuracy and timeliness.
- Oversees the division's Open Records compliance program, including intake, review, stakeholder coordination, response development, and adherence to legal and agency requirements.
- Leads the division's annual budget planning efforts, collaborating with managers and leadership to develop strategic budget requests across personnel, operations, training, and travel categories.
- Manages the rollout of the annual operating budget by communicating updates to leadership, guiding resource planning, monitoring expenditures, and ensuring program activities remain aligned with approved financial limits. Projects Management
- Leads and manages multi‑phase program and project initiatives by providing strategic oversight, directing work activities, and ensuring alignment with division and organizational priorities.
- Conducts program‑level evaluation of project proposals, facilitates stakeholder engagement, performs needs assessments, and delivers strategic recommendations to leadership for decision‑making.
- Analyzes project plan, implementation methodology, project phases, implementation timeline, and testing approach, go live schedule and impact analysis with a contingency plan.
Surprise Cash Audit:
- Performs surprise cash audit of the cash balances and related business processes in the Banking and Electronic Processing division at Treasury.
Treasury Operations Webpages:
- Develops content for and maintains the Treasury's internal website.
Assigned:
- Coordinates and completes miscellaneous tasks and reports for the division and performs other duties as assigned.
Business Plan Review:
- Collects business plan details from each Treasury Operations divisions, integrates them into one division level business plan document and submits to Budget and Internal Accounting Division.
Agency Customer Service:
- Serve as the Treasury liaison with the agency ombudsman's office to ensure inquiries from public and other entities are addressed by Treasury divisions timely Maximize Your Earnings!
