Brief Job Description:
Under the direction of the Children's Autism and Blindness Services Director, the Policy and Program Development Manager leads and manages the development of BCVDDP policies and program staff. The Program and Policy Development Manager oversees projects related to policy and rule development, quality assurance measures, programmatic training, and statewide initiatives. The Policy and Program Development Manager supervises the policy and program development team. The Policy and Program Development Manager works under minimal supervision, with considerable latitude for the use of initiative and independent judgment and decision making. This position provides senior-level programmatic support. Performs related work as directed.
Essential Job Functions:
Quality Services:
Oversees and develops program rules, policy and quality assurance measures to ensure provision of quality services to children and families. This includes the implementation of legislative determined changes and evaluation of the impact of proposed federal and state laws on program objectives. Provides technical expertise and guidance regarding questions related to the service provision. (25%)
Continuous Improvement:
Develops, coordinates, and participates in staff development training activities and evaluates the training results as it relates to program goals. Oversees and evaluates quality assurance activities for the program to ensure program goals are met. Develops strategic plans (long- and short-term) for continuous improvement of the program. Identifies opportunities for continuous program improvement and makes recommendations to the director to improve operations. (25%)
Maintenance of Program:
Oversees and develops statewide initiatives to improve program services including the development of statewide deafblind initiatives and direct skills training statewide. Manages on-the-job training to ensure all new Blind Children's Program staff have adequate knowledge of program services and visual impairment to assume their roles and responsibilities. (20%)
HR:
Manages and oversees hiring and placement of the policy and program development team member. Regularly assesses program needs to ensure adequate staffing levels by collaborating with program leadership. (20%)
Stakeholder Relations:
Supports the program outreach and public information plan that enhances the operation of the across the state. Maintains and builds relationships with key stakeholders to include the Texas Workforce Commission, Texas Education Agency, Texas School for the Blind and Visually Impaired, consumer advocacy groups and others. (10%) Knowledge, Skills and Abilities (KSAs): Knowledge of principles of health and human services policy and planning. Knowledge of the principles of leadership and interaction with various leadership styles. Knowledge in project management leadership. Knowledge of local, state, and federal laws related to health and human services, rehabilitation and special education. Skill in problem solving and conflict resolution. Skill in managing multiple and competing priorities. Skill in leadership, communication and public speaking. Skill in developing, writing and editing program policy and procedures. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in operating computers and applicable computer software. Skill in the use of computer software-Microsoft Outlook, Word, Excel, and Power Point and electronic case documentation system. Ability to manage business function, division, or department activities; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to plan, assign, and supervise the work of others. Ability to understand and effectively interpret agency and program rules, policies, and procedures. Ability to communicate effectively orally and in writing.

Initial Screening Criteria:
Initial Criteria Bachelor's Degree from an accredited college or university 2 years or more experience as a supervisor or a team lead 2 years or more experience developing policy and procedures 2 years or more experience managing projects Preferred Criteria Master's Degree from an accredited college or university Experience analyzing and evaluating program outcomes Experience cultivating collaborative community partnerships Experience providing services to children with disabilities Additional Information Applications must be complete and grammar will also be assessed.
