Job Description

The Program Manager II will join the Business Incentives and Expansion Division and play a lead role in the implementation, administration, and continued refinement of the City of Austin's Economic Development Agreement programs established under Chapter 380 authority. This position will help advance Austin's evolving economic development strategy by managing incentive projects, supporting business expansion, retention, and attraction efforts, and coordinating the use of local, state, and federal economic development tools. The position will serve as a key liaison among internal departments, business prospects, developers, employers, community stakeholders, and partner organizations, providing technical guidance, project coordination, and strategic recommendations related to incentive program design, evaluation, negotiation, compliance, and performance. The role may also include supervisory responsibilities and will require the ability to manage complex projects in a fast-paced, highly visible public-sector environment.
Qualifications:
Preferred Qualifications:
Experience developing or administering economic development incentive programs, public-private development tools, or other performance-based funding programs. Experience evaluating and supporting business retention, expansion, attraction, or redevelopment projects involving capital investment, job creation, and public benefit. Experience building partnerships and working collaboratively with business, government, nonprofit, and community stakeholders. Experience managing complex, fast-paced projects and communicating strategic recommendations to leadership, public officials, and external partners.
