Description:
Provides district-wide leadership for the intake, investigation, resolution, and monitoring of complaints, grievances, and compliance matters related to special programs. This position ensures the school district's compliance with federal and state laws, Texas Education Agency (TEA) requirements, Board policy, and administrative regulations governing special education, Section 504, dyslexia, bilingual education, and other federally and state-mandated programs. The Director serves as a neutral and objective administrator of resolution processes and as a strategic advisor to district leadership on risk management and compliance in special programs. In addition, this position supports districtwide alignment between special programs compliance and secondary systems, including graduation requirements, CCMR accountability, credit attainment, and counseling processes, to ensure equitable access and accurate reporting.
Qualifications:
Education/Certification:
Bachelor's degree Valid Texas teaching certificate Valid Administrator certification Master's degree, Doctorate degree, Juris Doctorate degree
Special Knowledge/Skills:
Demonstrated ability to manage sensitive issues with professionalism, neutrality, and discretion. In-depth knowledge of IDEA, Section 504, Emergent Bilingual Education and special programs Knowledge of graduation requirements, CCMR indicators, and secondary accountability systems Understanding of IGC processes, credit accrual, CBE procedures, and transcript integrity Ability to analyze cross-program data to identify compliance risks and systemic gaps Strong investigative, analytical, and technical writing skills Strong organizational, communication, and interpersonal skills Ability to interpret and apply complex statutes, regulations, and Board policies consistently and equitably Proficient keyboarding and file maintenance skills Ability to use personal computer and software to develop databases and do word processing Ability to communicate effectively (verbal and written) Ability to meet strict timelines Excellent communication, collaboration, and training skills
Experience:
Five (5) years teaching and administrative leadership experience Campus Leadership experience preferred

Minimum Salary:
