Job Description

UNDER THE DIRECT SUPERVISION OF THE CITY ADMINISTRATOR AND/OR CITY COUNCIL, THE PUBLIC WORKS DIRECTOR IS RESPONSIBLE FOR THE OVERALL MANAGEMENT AND DAY-TO-DAY OPERATIONS OF THE CITY'S PUBLIC WORKS DEPARTMENT, INCLUDING STREETS, DRAINAGE, SANITATION, PARKS, BUILDINGS, AND RELATED MUNICIPAL INFRASTRUCTURE. THIS POSITION OVERSEES OPERATIONS, MAINTENANCE, REGULATORY COMPLIANCE, AND LONG-TERM PLANNING TO ENSURE SAFE, RELIABLE, AND EFFICIENT PUBLIC WORKS SERVICES FOR THE CITY OF FALFURRIAS. THE PUBLIC WORKS DIRECTOR IS ALSO RESPONSIBLE FOR SUPERVISING PUBLIC WORKS STAFF, DEVELOPING AND ADMINISTERING DEPARTMENTAL POLICIES AND PROCEDURES, PREPARING AND MANAGING DEPARTMENTAL BUDGETS, AND COORDINATING WITH LOCAL, STATE, AND FEDERAL AGENCIES TO ENSURE COMPLIANCE WITH APPLICABLE LAWS, REGULATIONS, AND PERMIT REQUIREMENTS.
Role and Responsibilities Plans, directs, and coordinates the activities of the City's Public Works Department, including streets, drainage, sanitation, parks, municipal buildings, animal control, and other related infrastructure services. Manages, supervises, and coordinates departmental goals and objectives, as well as the policies and procedures necessary to provide effective public works services; develops new or modified systems, policies, and procedures to improve efficiency and service delivery. Manages, supervises, and participates in the preparation, development, and evaluation of technical studies, reports, and analyses related to public works operations, maintenance, and construction projects; develops and implements technical methods and systems, and analyzes and evaluates results. Manages the daily operations of public works functions, including street and drainage maintenance, sanitation services, park and facility upkeep, animal control, and equipment operations; provides direction and support to staff and advice and consultation to the City Administrator/City Manager on public works matters. Investigates and resolves complaints and concerns regarding departmental services, including public inquiries about streets, drainage, parks, sanitation, and animal control. Supervises the preparation of operational reports for City Council, regulatory agencies, and other stakeholders; serves as liaison with other governmental agencies and the public regarding public works matters. Ensures compliance with applicable local, state, and federal regulations, including environmental, transportation, safety, and animal control regulations; directs staff to maintain compliance. Leads and monitors the planning, construction, maintenance, and delivery of public works infrastructure projects, including street repairs, drainage improvements, park projects, facility upgrades, and other municipal infrastructure needs. Contributes to the development and management, in coordination with the City's Budget Officer, of the Public Works Department budget; directs forecasting of funds needed for staffing, equipment, materials, and supplies; monitors and approves departmental expenditures. Plans, organizes, and directs, through subordinate personnel, programs for street and drainage maintenance, sanitation, park and facility maintenance, and animal control operations, including rehabilitation, relocation, and replacement of infrastructure as necessary. Prepares and reviews reports for regulatory and funding agencies and monitors departmental operations to ensure conformance with applicable local, state, and federal guidelines. Maintains regulatory compliance, ensuring all public works operations, animal control activities, and infrastructure systems are operated and maintained in accordance with applicable laws, regulations, and industry standards. Makes oral presentations before the City Council, boards, commissions, and community groups regarding public works projects, programs, and departmental activities. Prepare and administer departmental budgets and present before City Council, boards, or commissions.
Qualifications:
Experience and Education Requirements High School diploma or G.E.D. Required Possession of a valid Texas Driver s License. Knowledge of municipal public works operations, infrastructure maintenance, animal control, and applicable local, state, and federal regulations. Ability to plan, organize, supervise, and evaluate public works programs and staff. Preferred Qualifications Bachelor s degree from an accredited college or university with major coursework in civil engineering, public works management, construction management, or a closely related field; or an equivalent combination of education, training, and extensive municipal public works or infrastructure operations experience that provides the required knowledge, skills, and abilities. Additional training or coursework in public administration, management, or related fields. Possession of a Texas Registered Professional Engineer (P.E.) License, or the ability to obtain reciprocity within six (6) months of employment. Possession of, or ability to obtain, relevant certifications for animal control, parks, or public works operations. Previous experience in a municipal Public Works Director or senior management role. Experience preparing and administering departmental budgets and presenting before City Council, boards, or commissions. Special Knowledge/Skills Requirements Experience in municipal public works operations, including streets, drainage, sanitation, parks, facilities, and animal control, is highly desirable. General knowledge of applicable local, state, and federal regulations governing public works operations, safety, environmental compliance, and animal control, with the ability to maintain required permits, inspections, and reports. Ability to perform both supervisory and hands-on operational duties as needed, including responding to emergencies, service interruptions, and after-hours calls. Familiarity with municipal budgeting, departmental funding, and financial reporting related to public works operations. Proficiency in business and municipal management software, including Microsoft Office (Word, Excel, Outlook) and municipal systems such as Incode 10 or similar platforms. Ability to understand, interpret, and follow detailed technical, written, and verbal instructions, including regulatory, safety, and operational requirements. Ability to communicate effectively and professionally with City administration, elected officials, staff, contractors, regulatory agencies, and the public. Strong organizational and time-management skills, with the ability to prioritize daily operations, maintenance activities, and administrative responsibilities. Ability to handle sensitive operational, personnel, and public information with discretion and professionalism. Ability to independently analyze operational issues, develop solutions, and make sound decisions related to public works programs and infrastructure. Strong customer service skills to address citizen concerns, service requests, and emergency situations in a timely and professional manner.
