Job Description
The Utility Director reports to the City Manager and serves as the head of the Utilities and Public Works Department. The Director will oversee and direct all operations and administration of the Utilities and Public Works Department, including water, wastewater, electric, solid waste, street maintenance, storm water, vehicle and equipment maintenance, facility maintenance, and parks/landscape maintenance. The Director shall establish departmental policies, procedures, and regulations; develop and maintain budgets; maintain compliance with federal, state, and local regulations; and establish key performance indicators and measures. Additional responsibilities include coordinating design and construction of City infrastructure projects; ensuring both public and private construction plans are compliant with federal, state, and local laws and ordinances; and representing the City's interests in plans, programs, and major projects in discussion and coordination with City leaders, the public, civil engineers, consultants, contractors, neighboring communities, and other governmental agencies. This executive-level position serves as a member of the City Manager's leadership team.
Qualifications:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provide direction and oversight regarding budgets, personnel, and work procedures, programs, and projects.
- Communicating with members of the public, city council, employees and other local officials by phone, in writing and in person.
- Field customer/citizen complaints, suggestions and requests; respectfully resolve customer and employee disputes.
- Make presentations to the public, staff and city council regarding Utilities and Public Works Department issues.
- Maintain regular contact with consulting engineers and construction project engineers as well as city, county, state and federal agencies, professional and technical groups and the general public regarding Utilities and Public Works Department activities and services.
- Perform project management related to Utilities and Public Works Department and other assigned projects through preparation of engineering plans and specifications, bidding and selection criteria, equipment, materials and other items to ensure contractor compliance with established codes and regulations as well as time and budget parameters.
- Evaluate needs of Utilities and Public Works Department divisions and formulate short
- and long-range plans as necessary to ensure effectiveness and efficiency of services.
- Develops, prepares and monitors expenditures associated with department budgets, grants, and other funding sources for programs and operations.
- Compiles, analyzes, and coordinates the development of narrative, statistical, progress, and evaluative reports related to department activities and administrative matters.
- Emergency Management activities as required.
- Performs other duties of a similar nature or level.
QUALIFICATION REQUIREMENTS
To perform this position successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.Knowledge:
- Must have considerable knowledge of leadership and professional managerial principles, concepts, theories, and techniques of leadership and management.
- Must possess thorough knowledge of municipal administration in order to provide professional assistance to City management and staff on assigned programs and activities.
- Must possess moderate knowledge of analytical techniques, including process mapping, data collection, and basic statistical analysis.
- Knowledge of utility systems, including electric, water, and wastewater.
Skills:
- Excellent written and oral communication skills, including good interpersonal skills.
- Proficiency in use of personal computers, with experience using MS Office applications.
- Interaction with public officials, as well as the broader public.
- Understanding, interpretation, and application of principles, laws, ordinances, policies, and procedures involved in management and administrative functions, as well as the ability to analyze data and make sound conclusions.
Abilities:
- Ability to understand, interpret and apply principles, laws, ordinances, policies and procedures involved in specific vocational, administrative, or technical nature.

Education, Experience, and Certifications:
- Minimum of 6 years of progressive experience in a Public Works Department, including supervisory experience.
- A combination of education, experience, and certifications may be considered in lieu of Qualification Requirements, with conditions for continued employment
- Preferred certifications/licenses for this position:
- Class C Distribution License or greater issued by the Texas Commission on Environmental Quality; or the ability to obtain within 1 year of employment.
- Class C Wastewater Treatment License or greater issued by the Texas Commission on Environmental Quality; or the ability to obtain within 1 year of employment.
- Valid Texas Driver's License
