BASIC FUNCTION
Under general direction of the City Manager, the Executive Director is responsible forstrategic execution and leadership to achieve the economic development goals andobjectives aligned with three entities - the City of Nacogdoches, a municipality (City); TheCity of Nacogdoches Development Corporation, a Type-B economic development corporation (Type-B); and the Nacogdoches Economic Development Corporation, a city 501(c)(3) nonprofit organization (NEDCO). As primary City staff support to Type and NEDCO, the Executive Director develops and implements strategic initiativesgeared toward business retention, expansion, and inbound/outbound attraction to encourage new business investment, development/relocation, and jobs to Nacogdoches.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages the day-to-day business affairs of Type-B, hires and manages aprofessional staff and activities as authorized by an approved annual budget, and implements the policies and direction provided by the City Manager and Type-B Board of Directors. Manages the day-to-day nonprofit business affairs of NEDCO, manages activitiesas authorized by an approved annual budget, and implements the policies and direction provided by the NEDCO Board of Directors. Leads business development teams, with participation and guidance from Type-Band NEDCO, in coordination of business development/retention efforts including, but not limited to, strategy development and implementation. Establishes and maintains working relationships with City and County economicdevelopment allies. Provide agency oversight to coordinate activities with other City departments and outside agencies. Develops proposed annual budgets for Type-B and NEDCO to implement aneffective economic development program, and prepares economic development financial, prospect, program, and project reports for each entity. Works with the City and County (and other taxing entities) to develop economicdevelopment incentive programs and strategies. Assists new and existing business with guidance through the development processincluding financing advice regarding federal, state, and local grant and assistance programs. Develops and implements programs to attract investment and create and retainquality jobs with a focus on increasing per capita income in the Nacogdoches area. Monitors and manages the Type-B and NEDCO financial resources, approvespayment of Type-B and NEDCO invoices, and manages the orderly record keeping of related books, records, and reports. Identifies local workforce issues and coordinates with local companies andlocal/State government entities to meet Nacogdoches workforce needs. Coordinates short- and long-range planning goals for economic developmentprograms and the exchange of information related to economic development with the City, County, Allies, Partners, Governmental Agencies, and groups specifically concerned with economic development, commercial property management firms, and the Realtor community. Performs routine statistical or frequency analysis utilizing third-party software toolsfor geographic information system mapping, constituent relationship management, labor and economic data collection, and project management. Visits out-of-town business prospects, and promotes relocation and expansionopportunities as appropriate. Maintains confidentiality, exercises discretion, and prepares for appropriate andtimely responses to economic development inquires. Participates in local community groups and makes public presentations oneconomic development activity as appropriate. Develops and maintains positive working relationships with vendors, customers, other agencies and City staff. Utilize current technology to include websites, blogs and social media to enhancethe image and effectiveness of the Type-B and NEDCO entities and their overall efforts. Attends and represents Type-B and NEDCO at certain events, functions, meetingsand conferences. Attends City and County events on evenings and weekends. Travels to attend meetings, conferences and training. May be required to work extended hours, evenings and weekends. All other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Economic Development Department.
REQUIRED KNOWLEDGE/SKILLS
Managerial and professional economic development principles, practices andprocedures; pertinent federal, state and local laws, codes and regulations relating to general governmental management and economic development; standard management policies and procedures; computers and related equipment, hardware and software applicable to area of assignment. Knowledge of applicable federal, state and local laws, and regulations relating to economic development. Knowledge of financial tools available on a local state and national level that benefit corporate relocations, expansion or development, or are beneficial to the City of Nacogdoches and/or Nacogdoches County region. Knowledge of financial principles for managing grants, loans, and incentives. Develop and manage data systems; work extended hours; multi-task, organize and prioritize a changing work schedule to meet needs of department; follow oral and written instructions; effectively communicate both orally and in written form; speak clearly and distinctly; obtain sufficient and essential information; attend seminars, meetings, etc. locally or out of town; operate modern office equipment; exercise a high degree of creativity, independent judgment, and discretion; appropriate handling, preparing, editing, and developing responses to politically sensitive or confidential correspondence and information; attention to detail and avoid mistakes; complete assignments with limited direction and supervision; exhibit sound, accurate judgment and explain reasoning for decisions; include appropriate people in decision making process. EDUCATION and/or
EXPERIENCE
Bachelor's Degree in Business Administration, Public Administration, Urban Planning,Economics, Marketing, Finance or related field and a minimum ten (10) years progressively responsible experience in economic development, particularly with Type-B corporations in Texas; OR an equivalent combination of education and/or experience. Graduate of the Economic Development Institute preferred. Preference given to individuals possessing a certification as a Certified Economic Developer. Must possess a valid driver license.
