Chief Finance & Operations Officer Primary Purpose
The position serves as a trusted advisor to local education agencies (LEAs), providing consultation, technical assistance, training, and support in all areas of school business and financial operations. This position works collaboratively with district leadership and business office personnel to strengthen financial practices, ensure regulatory compliance, improve operational efficiency, and build organizational capacity.

Education/Certification
Bachelor's Degree, required
Master's Degree, preferred
Certified Public Accountant (CPA), Registered Texas School Business Administrator (RTSBA), or other relevant certification preferred.
Special Knowledge/Skills
Team-oriented attitude and desire to work collaboratively with ESC staff, and campus/district/charter school personnel.
Strong organizational, communication, public relations, and interpersonal skills.
Comprehensive knowledge of public school finance and business operations.
Knowledge of state and federal funding requirements, grant management, and fiscal compliance.
Strong understanding of budgeting, accounting, payroll, purchasing, and financial reporting processes.
Ability to analyze complex financial and operational issues and develop practical solutions.
Exceptional presentation, facilitation, and training skills.
Strong consultative and customer-service orientation.
Ability to build trust and establish productive relationships with educational leaders.
Ability to interpret policy, procedures, and data.
Ability to align programs to support high achievement for all students.
Experience in the development and management of organizational and/or departmental budgets.
Knowledge of technology and appropriate technological applications.
Knowledge of and familiarity with the Texas Education Code, Texas Administrative Code, board policy structure and development, and other state and federal statutes and regulations that impact Texas public schools.
Experience
Two years of executive-level experience (central office leadership experience).
Experience working in a Texas public school district business office preferred.
Specialized training or experience in federal programs, school finance, communications, campus/district planning, curriculum, instruction, district effectiveness and compliance, and accountability preferred.

District Support and Consultation
Serve as a primary resource and consultant for school districts and charter schools on matters related to school finance and business operations.
Provide technical assistance and guidance in budgeting, accounting, payroll, purchasing, cash management, financial reporting, and summary of finance.
Support district leaders in identifying operational challenges and implementing effective business and financial solutions.
Assist districts with developing and strengthening internal controls and financial procedures.
Provide individualized support to new business managers and finance directors.
Compliance and Risk Management
Assist districts in maintaining compliance with federal, state, and local financial regulations and requirements.
Provide guidance regarding grant administration, fiscal monitoring, allowability of expenditures, and documentation requirements.
Support districts during audit preparation and follow-up activities.
Assist districts in developing corrective action plans and implementing recommendations resulting from audits or monitoring reviews.
Monitor legislative and regulatory changes affecting school finance and communicate impacts to district personnel
Training and Professional Development
Design, develop, and deliver high-quality professional development opportunities related to school finance and business operations.
Facilitate workshops, webinars, roundtables, conferences, and networking opportunities for district staff.
Create tools, templates, guides, and resources that promote best practices and operational effectiveness.
Develop training programs that build the capacity of district business office personnel and leadership teams.
Design, develop and deliver the Annual Finance Conference.
Relationship Management & Customer Service
Build and maintain positive relationships with district leaders, business officials, and stakeholders throughout the region.
Respond promptly and professionally to requests for assistance.
Collaborate with ESC staff and external partners to provide coordinated support services.
Represent the Education Service Center at regional, state, and local meetings and events.
Supervise the Child Nutrition Team and the Transportation team.
Supervisory Duties
Will supervise the Child Nutrition and Transportation teams.
Equipment/Specialized Software Used
Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment, network resources, internet resources, and other hardware and software necessary to perform the functions of the job effectively and efficiently.
Working Conditions (Mental Demands/Physical Demands/Environmental Factors)
Mental:
Public relations and people skills are always required, work with frequent interruptions, and maintain professional composure and confidentiality under stress.
Physical:
Occasional prolonged and irregular hours, ability to move tables and chairs and load/unload boxes and materials. Prolonged use of a computer. Frequent region and state-wide travel.
Environmental:
Open cubicles/workstations. Frequent travel to educational entities within the service region. Occasional evening or overnight travel for training, conferences, and district support activities.
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent upon performance, need, and funding.
