Job Description

The Department of Finance supports the City's mission by ensuring fiscal integrity, transparency, and accountability in all financial operations. The Department advances organizational excellence through innovation, data-driven decision-making, and alignment with the City's strategic priorities and performance goals. The Deputy Director of Finance provides executive-level leadership in the modernization and integration of the City's financial operations. Reporting directly to the Director of Finance, this position serves as the department's lead architect for financial technology, systems innovation, and data analytics—advancing transparency, efficiency, and evidence-based decision-making across all fiscal functions. •This position is open to City of Richmond Department of Finance employees only. •Plans and directs administrative functions including budgeting, payroll, revenue operations, audit resolution & compliance, procurement and FOIA communication Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the Department of Finance Confers with and provides professional assistance to the Technology and Data Analysis Division Hiring, training and supervising finance staff Creates and maintains a high level of confidence in the accuracy and completeness of financial records Developing and managing departmental budgets and resource plans Creating, reviewing and enforcing administrative and office policies Establish, review and enforce policies and procedures to ensure division mandates and objectives, operational requirements, and customer service goals are met Overseeing negotiates and monitors contracts and agreements with outside service providers and vendors to ensure compliance, maximum benefit to City, and cost-effectiveness Managing department-wide recordkeeping and information systems for compliance Collaborating with department leaders to align administrative processes with organizational objectives Establish, review, and enforce policies and procedures to ensure department mandates and objectives, operational requirements, and customer service goals are met Exercise effective verbal and written communication skills; interface and collaborate effectively at multiple levels; establish and maintain liaison with professional groups and agencies on various governmental levels Monitor internal and external issues and current developments affecting Finance administration; evaluate alternatives, conduct analytical studies, and develop and implement recommendations Acts on behalf of the Director in his/her absence Continuously looking for improvement opportunities within the Finance Department Performs other related duties as assigned
KNOWLEDGE/SKILLS/ABILITIES
Deep knowledge of public-sector accounting, auditing, and financial reporting standards ( GAAP, GASB ). Advanced understanding of financial management software, ERP systems, data analytics, and cloud-based financial technologies. Strong leadership, communication, and change management skills. Ability to manage large-scale modernization projects and multi-disciplinary teams. Skilled in interpreting complex financial and operational data to guide executive decision-making.
Minimum Qualifications:
Education:
Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Information Systems, or a related field.
Experience:
Ten (10) years of progressively responsible experience in financial management or accounting, including at least five (5) years of supervisory or executive-level experience involving financial systems, data analytics, or ERP implementation.
Preferred:
Master's degree in Finance, Accounting, or Public Administration; Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Information Systems Auditor (CISA) credential.
