The Milwaukee campus offers comprehensive clinical services and is the base for the Children's Research Institute. The Milwaukee hospital offers a Level I children's surgery center, an ACS-verified pediatric Level I trauma center, which is one of two in the state, a Level IV neonatal intensive care unit, and a 72-bed pediatric intensive care unit. https://chorushealthplans.org/ The Position The President of Chorus Community Health Plan directs the overall operations, develops and implements company policies and procedures, and establishes short- and long-range goals, objectives, and plans. The president will have the following essential responsibilities: Approves the annual budget and ensures financial viability of the approved budget. Identifies capital needs of the health plan. Monitors enrolment, revenues, and medical and administrative expenses to ensure budget projections are being met. Takes necessary actions if budget projections are not being met. Oversees the contractual relationship between the health plan and health plan sponsors and with government regulators, including the Wisconsin Department of Health Services (DHS), the Office of the Commissioner of Insurance (OCI), and the Centers for Medicare and Medicaid Services (CMS), including contractual compliance and issue resolution. Develops reimbursement strategies for negotiation and implementation with contracted providers. Reviews and approves the clinical and quality plans, care management programs, and partnerships to address social drivers of health. Develops short and long term business plans, strategies and operational policies and procedures focused on excellence in health plan operations, quality and service. Collaborates with the Government Relations and legal teams on health plan issues to advocate for policy and legislative changes. Provides updates to the Board of Directors on a quarterly basis regarding the status of current and future projects, strategic plans, and overall financial and non-financial results of operations. Oversees human resources responsibilities for staff which may include interviewing and selection of new employees, promotions, staff development, performance evaluations, and compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee engagement and morale. Responsible for understanding and adhering to the Children's Organizational Code of Ethics and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to Children's business. Directs the development and implementation of strategies and related business plans to ensure achievement of the health plan's goals and objectives while maintaining financial health solvency of the health plan. Collaborate and partner with leaders across the System to seek out opportunities to align System and health plan strategic initiatives in an effort to ensure an integrated system of care. Establish effective relationships with external stakeholders, including providers, government partners, community organizations, vendors and members to fulfil the mission of the health plan. The Candidate Experience and Professional Qualifications The President of Chorus Community Health Plan must possess a combination of education, experience and leadership qualifications to successfully manage the responsibilities required for this position. The ideal candidate will have the following professional qualifications required for the role: A bachelor's degree and a master's degree in business management, public administration, health administration, public health, or a related field. Minimum ten years of experience as a seasoned healthcare executive with appropriate and relevant managed care industry experience. With this experience must have demonstrated: Leadership and strong strategic, financial, and operational acumen. An extensive and broad knowledge of healthcare ideally gained within a health plan environment. An understanding of the operational aspects of a health plan including contracting, medical management, provider/member relations, sales and marketing, and claims administration. Extensive leadership experience in Medicaid managed care, regulations, rate setting, and compliance. Proven ability to work with TPAs and/or BPOs through KPIs, SLAs, and disciplined performance oversight. Mastery of Medicaid MLR/ALR management, encounter data quality, and actuarial/risk adjustment dynamics. Skilled at aligning payer and provider strategies, leading value-based care, and collaborating with clinicians. Experience reporting to both health plan and health system boards, with strong strategic communication skills.
