Job Description

Job Overview We are seeking a dynamic and dedicated Housing Services Director to lead our housing programs and ensure the delivery of high-quality, compliant, and compassionate services to residents. The Housing Services Director oversees the Supportive and Permanent Housing Projects. This role provides oversight of supportive housing case managers and management of leased and owned low-income housing properties. The role ensures compliance with all regulatory statutes and funding guidelines and will align departmental goals and outcomes with broader agency and community objectives.
Responsibilities:
1.Housing Program Management a. Oversee HUD COC Housing Programs including Permanent Supportive Housing, Rapid Rehousing, Youth Housing Programs, and Tenant-Based Rental Assistance. b. Supervision of Housing Case Managers to include: Regular meetings with Housing Case Managers to discuss program updates, set expectations, and provide client support; Weekly meetings with the Housing Team to discuss program updates and facilitate team communication; and Ongoing review of program implementation to ensure it is safe, effective, trauma-informed, and client-centered. c. Review Client File Documentation, including income calculations, assess rent reasonableness, determine utility allowances, and conduct annual program recertifications to support case management staff. d. Monitor closed client files for completeness, organization, and compliance with funding guidelines. e. Review and maintain accurate records on the Wisconsin Clarity database for all housing programs. f. Work with the housing team to identify program openings and facilitate program enrollments through Coordinated Entry. g. Understand program outcomes and seek support for positive system performance measures. h. Receive and process client grievances and program incident reports. i. Assist with new program development and implementation. 2. Property Management a. Supervise Property Manager responsible for Timely tenant processes (lease-ups, move-outs, evictions, waiting lists), supervise case managers, and coordinate upgrades for vacant units. Conduct housing inspections, including Habitability Standards, HQS, and NSPIRE.
Property Maintenance:
Manage all maintenance requests and contractor coordination, arrange for seasonal services, conduct monthly property walk-throughs, oversee renovation projects, and coordinate maintenance schedules for the van. 3. Administrative Complete and submit monthly, quarterly, and annual reports. Work with Finance to monitor program budgets, grant spending, and program Guarantee program compliance with regulations and guidelines pertaining to recordkeeping, spending, and service provision. Process monthly billing information for Finance. Assist with Federal, State, and private grant applications for funding. 4. Meetings and Community Collaboration Collaborate with the Hebron leadership team and CEO. Attend Hebron staff meetings. Attend community meetings, conferences, and Participate in Hebron special events. Participate in regular ongoing training.
Skills/Qualifications:
Preferred Qualifications Bachelor's degree in social work, Organization and Leadership, or Human Services is preferred. Three years of homeless services experience. Two years of supervisory or management experience. Two years of experience working with CoC and other federal housing programs. Minimum Qualifications Minimum 4-year degree in Human Services, or another related field, or a combination of education and relevant work experience. Strong organizational skills and attention to detail. Demonstrates a strong ability to perform tasks with minimal supervision or oversight. Ability to maintain a quality workplace in a diverse, fast-paced, stressful, and changing environment. Ability to assess emergency situations and respond effectively. Follow through with commitments and meet deadlines.
Language Skills:
Ability to read, write and comprehend English. Being bilingual would be helpful.
Certificates, Licenses, Registration:
Requires a valid Wisconsin Driver's license and proof of insurance.

Works predominantly indoors but will need to go between different buildings or outdoors. The noise level in the work environment is usually moderate.
Schedule:
This is an exempt position requiring a 40-hour work week. The position is a first shift job, typically working from 8:30 am to 4:30 pm. Some weekends and evenings/early mornings are required.
