Job Description

Position Summary:
The Housing Director is responsible for the administration, management and delivery of all tribal housing programs, services and properties within the St. Croix Chippewa Indians of Wisconsin under the terms and conditions of the St. Croix Housing Ordinance, to ensure project goals and objectives are met within the prescribed time frames and funding parameters. The position requires 24/7 availability in responding to issues involving housing, community members, and the tribal organization. This requires tact, courtesy, confidentiality, discretion, resourcefulness and sound judgment in handling sensitive issues.
Essential Functions:
This position is responsible for the management of all projects, staffing issues, funding resources, and future developments. This position is accountable to the Tribal Administrator and Tribal Council.
Housing Director Duties:
  • Provide advisory services in the areas of leadership, organizational direction, housing management, maintenance, construction projects, finance projections, and community development.
  • Collaborates with Housing Board, Tribal Council, housing staff, and community members regarding the design and implementation of current projects and new programs.
  • Research and analysis gaps in services and provide solutions and strategies.
  • Responsible for Housing Program development and maintenance in compliance with all Federal Program and Tribal guidelines.
  • Connect with funding associates in the preparation of funding proposals and negotiations regarding contracts and awards.
  • Forecast, budget, administers and monitors the progress of all Housing grants and other funding resources.
  • Prepare all funding reports and required quarterly and annual narratives fulfilling grant requirements.
  • Plan, organize, and develop community meetings to improve communication regarding housing developments, Tribal community programs, financial assistance, and educating community in steps required to secure permanent housing options.
  • Prepare written reports, correspondence, and financial reports for Housing Board, Tribal Council and HUD.
  • Coordinate rental and home ownership occupants' annual certification and timely payments.
  • Manage financial vouchering activity ensuring regular vendor payments.
  • Provide training to staff members and appropriate employment records.
  • Attend regular Housing Board meetings for board oversight requirements.
  • Any other duties assigned by supervisor.

Tribal Administrator Scope and Complexity:
Interacts with all levels of management, community members, and employees; often trusted with maintaining confidentiality and relaying highly sensitive messages, and appropriate application of business operations and practices.
Physical Demands/Environment Factors:
  • Requires extensive sitting with periodic standing and walking.
  • May be required to lift up to 40 pounds.
  • Requires significant use of personal computer, phone and general office equipment.
  • Needs adequate visual acuity, ability to grasp and handle objects.
  • Need ability to communicate effectively through reading, writing, and speaking in person or on the telephone.
  • Requires off-site travel. Minimum Qualifications
  • Previous experience with Tribal Housing operations and administrating Native American Housing Assistance and Self Determination Act (NAHASDA) annual funding requirements preferred.
  • Minimum of 5 years' experience in an executive management position with a Tribe preferred.
  • Must demonstrate ability to assess customer and business needs and formulate plan of action.
  • Able to identify potential issues and proactively contain and manage challenges.
  • Requires advanced computer skills level and ability to access information in meaningful ways.
  • Requires skill in conflict resolution and team building.
  • Must have demonstrated ability to work collaboratively with all levels of employees and managers.
  • Requires effective presentation, verbal and written communication skills.
  • Needs commitment to timeliness and attention to detail.
  • Requires a valid Wisconsin Driver's license and be insurable.
Native American Preference Given in Accordance with P.L. 93-638 and Amendments. Employment offers are contingent upon successful completion of all pre-employment requirements.
