Ensures compliance with established departmental and Harris Center approved policies and procedures and accurate and timely completion of a variety of job assignments within the department. Perform all activities within the Harris Center's Central Purchasing Department. Perform extensive research and ability to negotiate with Suppliers, manage an inventory, evaluate quality goods, and monitor budget. Your role in
Action:
Create/generate Requisitions and Purchase Orders; Process contract amendment and change order request to (subcontractors and vendors); submit Purchase Orders to suppliers, expedite and confirm delivery. Follow-up with suppliers, as needed, to confirm or change orders. Provide guidance to end-users/internal customers, tracking progress of backorders. Research and obtain quotes via email/website and phone, negotiating, and purchasing various commodities and or services; Identify and demonstrate cost saving opportunities. Participate in the procurement process (ex: perform research, team collaboration, receipt of responses, project openings, etc.). Performs monthly review of online ordering of agency Office Supplies including invoice review and submission to Accounting team. Performs monthly review of P-card Expense Reports and Receipts for submission to accounting. Perform duties required of existing automated applications and processes. Interacts with and provides information to agency staff, vendors and or contractors as requested; accommodate agency emergency request. Ensure buyer resources are current. Organize and maintain Purchasing Resource Files electronically, via online applications/platform (Purchase Orders, Bids, Proposals, Pricing/Quotes, Board Reports, Purchasing Operating and Agency Policy & Procedures, etc.). Perform online review of requisitions for completeness, obtain required/missing information (ex: quotes or supporting information) that justifies the purchase request. Perform ongoing market research to identify beneficial purchase agreements/cooperatives and potential vendors that meet customer requirements. Performs Purchasing data entry and reporting, enters information into the Centralized Purchasing System; assist in the maintenance of local databases/spreadsheets. Performs online ordering efforts and vendor/supplier maintenance. Prepare documents according to method of procurement selected (bids, proposals, quotes), rules, regulations, and best practices for formal and or informal solicitations. Inspect products received for quality and quantity to ensure adherence to specifications; perform review of fixed assets and the disposition of the Harris Center property. Prepare and maintain supplier credit and direct billing applications for goods and services. Perform ad hoc request and support; Perform administrative requirements of the department; Proficient in Microsoft Office to include Outlook, Word, Excel and prepare and present PowerPoint presentations on all available social media platforms (ex: Teams, Lifesize, Zoom). Supports and carries out the mission of the organization; completes organization mandatory/annual training. Performs other duties as assigned. Is flexible in meeting the needs of the Harris Center.
What qualifications you will need:
Education :
Bachelor's degree (B.A.) from four-year College or university.
Experience:
Two (2) years experience in a purchasing role, accounting and finance or business. Minimum two (2) years of experience working in a centralized procurement environment and public purchasing preferred. Professional Certification from a Purchasing Organization (ISM, NIGP, State of Texas) preferred
Knowledge Skills and Abilities:
Excellent Computer skills are essential; in the areas of spreadsheets and databases; proficient in Microsoft Office (Excel, Word, Access, Power Point, Outlook) and procurement software. Experience with the creation and manipulation of large spreadsheets is desired. Capable of performing a wide range of purchasing-related functions. Independently define problems, collect data, establish facts, propose recommendations, and draw valid conclusions.
