BRIEF DESCRIPTION
Under general supervision, the Senior Planner performs advanced professional planning work with a focus on long-range planning, policy development, and implementation of major initiatives, including updates to the Comprehensive Plan and Code of Ordinances. This position leads research, analysis, and execution of complex planning projects from concept through adoption. The Senior Planner also supports current planning functions, serving as the lead case manager for complex development proposals, including zoning, platting, and related land-use requests, and preparing technical reports, ordinances, and presentations to boards and commissions. This role facilitates interdepartmental coordination and provides guidance to planning staff, requiring a high level of professionalism, judgment, and communication skills.
NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES
Comprehensive knowledge of state statutes, particularly the Texas Local Government Code, as it relates to planning, zoning, subdivision, annexation, and other development matters Strong understanding of data analysis requirements for subdivision plats, site plans, rezoning proposals, code amendments, permit review, demographics, mapping, land use plans, and related studies Demonstrated ability in negotiation, conflict resolution, and consensus-building to balance the needs of internal departments, developers, and the community Knowledge of planning data and analysis related to subdivision plats, site plans, zoning proposals, code amendments, demographics, and land use studies Ability to utilize and interpret various technical resources, including engineering and architectural plans, building codes, GIS data, and standard planning references Ability to manage both long-range and current planning functions Strong oral and written communication skills, including public speaking and presentation abilities Strong initiative, diligence, attention to detail, and ability to work independently with minimal supervision to effectively complete projects and address citizen concerns Proficiency in research methodologies, data collection practices, and effective writing techniques Ability to establish and maintain effective relationships with supervisors, elected and appointed officials, colleagues, and the public
EDUCATION AND EXPERIENCE
Master's degree in urban planning or a related field preferred, with three (3) years of professional planning experience; OR Bachelor's degree in urban planning or a related field, with four (4) years of professional planning experience; OR Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered.
CERTIFICATES AND LICENSES REQUIRED
American Institute of Certified Planners (AICP) certification preferred Valid Class C Texas driver's license with the ability to maintain a satisfactory driving record
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an indoor work environment, with the ability to operate outdoors as needed. May be exposed to extreme temperatures during the summer and winter months.
TOOLS AND EQUIPMENT USED
Standard office equipment, including multi-line telephone, computer, fax machine, copier, scanner, shredder, and printer. Utilizes GIS software, spreadsheets and word processing applications, and planning-related databases. May operate drafting tools, mapping templates, photography and audiovisual equipment, and calculators. Regular use of county, state, and federal codes, agency maps, and technical documents relevant to planning and development functions.
