Job Description

The Government Property & Warehouse Manager is responsible for the strategic and day-to-day leadership of all tooling and warehouse operations supporting AAR Maintenance division. This role ensures accurate control, storage, calibration, movement, and traceability of tools, aircraft parts, hazardous materials, and inventory. The manager will drive efficiency, regulatory compliance, safety, quality, and process optimization across both functional areas. What you will be responsible for: Establish a property record for AAR, customer, and/or government property by entering property data (e.g., nomenclature, unit price, quantity) into a property tracking system. Maintain accountability from initial acquisition to final disposition. Develop and implement tools, processes, and procedures as required. Process the movement of property by coordinating, preparing and documenting applicable forms to accomplish a change of ownership, accountability or location of property in accordance with applicable government regulations, customer contracts or corporate policy. Coordinate the physical inventory of property (cycle counting, sampling, wall to wall, as required), and reconcile results to ensure compliance with
FAR 52.245
(and other applicable regulations) and to verify that property records accurately reflect inventory on hand. Provide periodic accountability reports to internal and external customers as required (to support corporate (e.g., property tax, depreciation and amortization reporting) and contractual requirements (e.g., DD 1662) Perform disposition (such as scrap) of property identified by company, legal or contractual requirements in accordance with procedures. Complete all property related activities at completion or termination of contract including disposition of property. Tooling & Calibration Management Develop, manage, and enhance the company's tool control program, including inventory tracking systems (RFID/barcode). Maintain standardized storage, kitting, and tool flow to support maintenance operations. Oversee calibration processes, scheduling, recordkeeping, and vendor coordination to ensure regulatory compliance. Conduct regular tooling audits, inspections, and quality checks. Train staff on proper tool handling, control, and maintenance procedures. Warehouse Operations & Inventory Management Oversee receipt, storage, issuance, and dispatch of aircraft parts, components, consumables, and materials. Implement lean principles to optimize warehouse layout, flow, and material handling processes. Lead initiatives to improve inventory accuracy, inventory turns, and reduction of obsolete stock. Ensure accurate documentation for inbound/ outbound shipments, including invoices, packing lists, and labels. Manage warehouse organization, cleanliness, staffing, and daily operational performance. Regulatory Compliance & Safety Broad Knowledge of
FAR, OFAR
Specific expertise/prior experience administering FAR 52.245 and related government property management requirements. Oversee hazardous materials receipt, storage, packing, and shipping with proper safety protocols. Conduct regular inspections and audits to ensure quality, authenticity, and regulatory alignment of tools, parts, and materials. Cross- Functional Coordination Partner with maintenance, engineering, planning, procurement, and operations to forecast needs and support production. Coordinate kitting, material delivery, and tooling needs to ensure on-time support for aircraft maintenance lines. What you will need to be successful in this role: Associate's degree in supply chain, Logistics, Aviation Management, Business Administration, or related field; equivalent experience may substitute. Minimum 5 years of experience in either warehouse management or tooling/tool room operations; combined experience preferred, or equivalent experience with
FAR/DFARS
compliant government property management processes. Strong understanding of aviation components, tooling systems, calibration processes, and warehouse/ERP systems. Knowledge of OSHA standards, hazardous materials regulations (DOT/IATA/IMDG), and U.S. export regulations (EAR, ITAR, OFAC). Strong negotiation, vendor management, communication, and problem-solving skills. High attention to detail with accuracy in documentation and inventory handling. Ability to travel to other facilities, vendors, and customers as needed. Candidates must have a valid driver's license.
