Job Over The Assistant Director Materials Management will work under the direction of the Director of Materials Management to oversee the day-to-day procurement operations and provide support to internal and external customers to ensure efficient and effective Purchasing operations. The incumbent will assist in the development and implementation of procurement polices, procedures and best practices to ensurepliance with federal, state and local procurement laws and regulations. Position Description Essential Duties and Responsibilities Purchasing Departmental Management Provide managerial oversight for a wide range of procurement, supply chain management and departmental operations Assist in establishing and maintaining internal controls to ensurepliance with local, state and federal procurement policy, regulations and best practices Assist in managing and establishing controls for the purchasing functions including planning, forecasting, acquisition, quality assurance and continuous process improvement Assist in budget rmendations and preparation Oversee buyers in district solicitation process, includingpliance with local, state and federal laws, development of bid specifications, Statement of Work (SOW), Board of Trustees rmendations and vendor protests In the absence of the Director prepare and/or present information for board meetings Assist in the develop, re, rmendation and implementation of new or improved administrative purchasing procedures Keep informed of andply with state, federal, district, and campus policies affecting schools, including daily attendance, punctuality and confidentiality Comply with the Texas Educator's Code of Ethics Manage and oversee high-level solicitation requests and prepare specifications. Oversee the Procurement card process Policy and Reporting Ensurepliance with district, state and federal procurement policies, procedures and regulations Track district procurement expenditures to ensure alignment with federal, state and local laws, policies, regulations, and guidelines Create reports and make presentations to the administration, interested entities, schoolmunities and the general public regarding the status of program implementation and other pertinent information as needed Communication and Collaboration Use effectivemunication skills to present information accurately and clearly to administration, colleagues, peers, students, parents and staff Maintain a professional relationship with colleagues, students, parents andmunity members Participate in staff development activities that improve job-related skills and professional growth Demonstrate a high level of personal integrity, and a collaborative leadership style and high ethical standards Supervisory Responsibilities Assist in the process of recruiting, screening, intering and hiring of assigned staff Addressplaints and resolve problems in a timely manner Supervise staff and daily operations of purchasing personnel Evaluate performance of staff and daily operations of purchasing personnel. Conduct performance appraisals of assigned staff. Develop and maintain a professional develop plan for the purchasing personnel Approve purchasing personnel schedules Initiate personnel actions, including documentation and termination under the guidance of Human Resources Serve as a coach and mentor to assigned staff
Qualifications:
Bachelor's Degree in Business Administration Master's Degree preferred Certified Purchasing Manager (CPM) preferred Texas Association of School Business Officials Certification (TASBO) preferred Minimum of 5 years of experience in purchasing Minimum of 3 years of experience in a school district or government entity experience in Construction and Contract Management preferred Demonstrated knowledge of federal, state and local rules, regulations and best practices concerning procurement Demonstrated knowledge of automated purchasing systems Demonstrated leadership and management skills Demonstrated organizational skills Demonstrated knowledge of Texas Education Agency Financial Accountability System Resource Guide, preferred Ability to problem solve, think critically and manage conflicts Strongmunication, public relations and interpersonal skills Strongputer skills and technology implementation
Salary Range:
$82,486 - $117,130
