Caribbean:
Transportation Infrastructure Project Scoping Services. The Team Leader will provide technical and managerial leadership for the assignment, overseeing the identification, assessment, and development of potential USTDA-funded activities such as feasibility studies, technical assistance, and pilot projects in priority transportation infrastructure sectors, including airports, ports, and railroads. This assignment will support USTDA's objective to advance overseas infrastructure projects that positions U.S. companies in high-growth LAC markets while promoting safe and secure transportation infrastructure consistent with U.S. national security priorities and economic competitiveness priorities. The projects may include airports, ports, and railroads to improve logistics, supply chains, and safety and security. The period of performance is up to 24 months contingent on funding.
Responsibilities:
Lead overall project execution and serve as the primary point of contact with USTDA's Contracting Officer's Representative (COR). Manage the project team and ensure timely completion of all deliverables. Oversee the review and assessment of proposed transportation projects in Latin America and the Caribbean. Guide the preparation of Project Assessments, Project Reports, and the Final Report for USTDA. Coordinate stakeholder engagement, including meetings with project sponsors, U.S. companies, and relevant government entities. This will include some travel. Ensure analytical rigor, quality control, and compliance with USTDA requirements and reporting standards.
Qualifications:
10+ years infrastructure project development and international development Transportation infrastructure sector experience and knowledge, including include ports, rail, and/or airports. Demonstrated experience leading complex international consulting assignments or project preparation missions. Experience developing feasibility study, pilot project and technical assistance TORs and budgets Strong background in project finance and infrastructure financing Familiarity with MDB, DFC, Ex-Im, and commercial financing requirements Experience working in Latin America and the Caribbean. MBA or master's in finance, economics or related field Professional proficiency in Spanish and Portuguese (Level 3 or above on the Interagency Language Roundtable scale). Strong written and oral communications skills in English Preferred Experience supporting USTDA, MCC, or similar agencies Experience estimating U.S. export impact
