IMPORTANT
information. The primary purpose of this position is to serve as the supervisor and air operations expert. Plans, schedules, tasks, and executes of the channel airlift missions in support of regional Commanders-In-Chief (CINC) force sustainment. Responsibilities Plans work to be accomplished by subordinates. Sets and adjusts short-term priorities and prepares schedules for completion of work; reports on highlights of operation and problems in meeting work schedules to higher level supervisor. Manages civilian and military workforce. Develops and formulates advance planning, coordinating, monitoring and implementing policies, procedures and directives associated with the determination and evaluation of global airlift capability of the active and reserve forces to meet peacetime, contingency and wartime requirements IAW JCS priority system. Develops and directs the requests for application of over $300 million dollars worth of commercial airlift each fiscal year. Oversees 24-hour Aerial Port Control Center (APCC) in resolving transportation related issues. Provides operational guidance to air terminal locations worldwide and coordinates unique requirements to ensure maximum utilization and movement within the Defense Transportation System time standards. CONDITIONS OF EMPLOYMENT
(cont) Incumbent may be required to be on standby after normal duty hours. Works independently to respond to emergency requirements which could involve procuring transportation, resolving on-the-spot problems, and advising and assisting customers and carriers in emergency travel situations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 2150.
SPECIALIZED EXPERIENCE
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of a wide range of airlift operational concepts, objectives and applicable directives to make independent decisions and recommendations. Knowledge of channel airlift principles, procedures and concepts. Knowledge of aerial port and terminal operations in the day-to-day channel movement.
FEDERAL TIME-IN-GRADE
(TIG)
REQUIREMENT FOR GENERAL SCHEDULE
(GS)
POSITIONS
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES
(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to apply Human Resources Management, organizational planning, program direction and communication. 2. Knowledge of a wide range of airlift operational concepts, objectives and applicable directives to make independent decisions and recommendations. 3. Knowledge of channel airlift principles, procedures and concepts. 4. Ability to articulate and communicate agency goals in terms of specific program outcomes. 5. Knowledge of aerial port and terminal operations in the day-to-day channel movement. 6. Knowledge of organic and commercial aircraft capabilities and limitations for planning, scheduling, tasking and executing.
PART-TIME OR UNPAID EXPERIENCE
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
