Senior Implementation Manager Job Description The Senior Implementation Manager leads complex, large-scale implementation programs for transportation and traffic safety enforcement solutions, with a strong focus on public sector clients. This role oversees multiple concurrent workstreams, including system integration, quality assurance, and client onboarding or migration, ensuring that solutions are delivered on time, within budget, and in full compliance with regulatory requirements. The Senior Implementation Manager acts as the primary point of contact for government stakeholders, drives cross-functional alignment, and champions continuous improvement to deliver scalable, technology-driven transportation solutions. Responsibilities Lead multiple concurrent implementation workstreams, including system integration, quality assurance, and client onboarding or migration for transportation and traffic safety enforcement solutions. Serve as the primary point of contact during program implementation for municipalities, Departments of Transportation, and other government agencies, providing clear and transparent updates on scope, schedule, risks, and key milestones. Act as the central liaison between public sector clients, vendors, and internal teams to ensure clear communication, regulatory alignment, and high levels of client satisfaction. Define and execute comprehensive program implementation roadmaps, aligning priorities across engineering, product management, client services, operations, and executive leadership. Proactively identify, assess, and mitigate risks, dependencies, and compliance considerations throughout the program implementation lifecycle. Collaborate closely with project managers, engineers, architects, developers, quality assurance, operations, and customer support teams to deliver scalable transportation technology solutions. Champion agile methodologies and continuous improvement practices to enhance program delivery efficiency, quality, and outcomes. Establish and enforce project management standards, processes, and reporting mechanisms to optimize performance, transparency, and accountability across projects. Manage resources, budgets, timelines, and risk frameworks across multiple large-scale public sector implementation projects. Oversee the development of project documentation, training programs, and user materials to support successful implementation, adoption, and ongoing use by government stakeholders. Lead change management efforts by evaluating impacts to cost, schedule, and quality, and communicating implications and recommendations to stakeholders and leadership. Ensure a smooth transition of implemented transportation and traffic safety enforcement systems to operations teams for long-term support and service continuity. Conduct post-implementation reviews to capture lessons learned, identify process improvements, and strengthen future program delivery. Partner with Sales, when applicable, to identify opportunities to expand transportation solutions and government service offerings within existing municipal and Department of Transportation partnerships. Drive customer satisfaction by ensuring all deliverables meet regulatory requirements and consistently exceed the expectations of public sector clients. Provide strong, culture-building leadership that develops high-performing teams, fosters collaboration, and reinforces a positive, accountable work environment. Leverage experience with intelligent transportation systems, surveillance, and enforcement technologies to guide technical decisions and implementation strategies. Apply networking and connectivity expertise to ensure successful integration of solutions into customer environments and existing systems. Essential Skills Bachelor's degree in a related field or equivalent work experience. Minimum 5 years' experience in government services and/or transportation solutions. Proven ability to manage complex implementation projects from initiation through completion with measurable success. Strong leadership skills with experience managing cross-functional teams of varying sizes and building a positive team culture. Deep understanding of project management methodologies, tools, and best practices, including agile approaches. Demonstrated experience in budget management, resource planning, and risk mitigation across multiple projects. Exceptional communication, negotiation, and stakeholder management skills, especially with government and public sector clients. Ability to facilitate harmonious business relationships across functions and at all organizational levels. Willingness to travel to customer locations and the corporate office as needed, including up to approximately 50% travel. Experience in field service management, preferably at least 5 years, ideally in intelligent transportation systems (ITS), surveillance, or enforcement technologies. Hands-on experience with camera systems, lidar or radar technologies, networking, and data systems. Familiarity with traffic enforcement technologies and related software platforms. Experience implementing projects or products into customer systems, including configuring networking and connectivity. Strong capability to lead change management activities and evaluate impacts on cost, schedule, and quality. Proficiency in driving customer satisfaction and ensuring compliance with regulatory requirements. Additional Skills & Qualifications Advanced degree in a relevant discipline. PMP (Project Management Professional) or equivalent project management certification. Experience with traffic safety, automated photo enforcement, or other technology-driven transportation solutions. Experience working with government or public sector clients is highly preferred. Background in intelligent transportation systems (ITS), surveillance, or enforcement technologies. Demonstrated ability to build and sustain a strong team culture and provide inspirational leadership. Comfort working with integrated camera systems, lidar, radar, networking, and complex data systems. Knowledge of automation and technology-enabled enforcement solutions. Strong analytical and problem-solving skills with a focus on continuous improvement. Ability to develop training programs, user documentation, and support materials for diverse stakeholder groups. Work Environment This role supports transportation and traffic safety enforcement implementations and involves a combination of remote work and on-site engagement. The position operates in a primarily remote environment with frequent travel, including approximately 50% travel to customer locations and the corporate office, as well as on-site work in Maryland. Leadership and some team members may be based in other locations, such as Kentucky, requiring effective collaboration across distributed teams. The work environment involves close interaction with intelligent transportation systems, surveillance and enforcement technologies, camera systems, lidar or radar, networking, and data systems. You will engage regularly with public sector agencies, including municipalities and Departments of Transportation, in both office and field settings. Standard business hours typically apply, with flexibility required to support project milestones, go-live events, and critical implementation activities.
