Under the direct supervision of the OLS Program Manager performs senior-level correctional and criminal justice administration work for the Sheriffs Office involving coordinating, managing and overseeing correctional facilities activities. Administers policies and procedures; and directing security, housing, and facility operations. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Some guidelines do not cover all situations and/or allow for supervisory latitude and judgment. Occasional recommendations will sometimes have to be made for modification to existing guidelines and on occasion will need to create program specific policy and procedure requirements. This is a grant funded position; therefore, the position is a two-year term, with the possibility of extension at each grant cycle.
SPECIFIC RESPONSIBILITIES
Oversees and coordinates the transportation and housing operations at the Sheriffs Office and works with other local, county, state, federal, and private contractors from correctional facilities, including control and security of offenders. Supervises the work of staff and provides training and technical assistance within the program area. Oversees and participates in the planning, organization, and coordination of transportation and housing activities for OLS Warrant Grant initiatives. Advises supervisor(s) of unusual, sensitive and/or dangerous situations, both to keep them informed and to receive instruction. Participates in assigned committees and related groups to manage the regional OLS warrant operations. Oversees and/or prepares program management and productivity reports and studies. Oversees the preparation of and evaluation of program budget requests. Oversees the development and implementation of program guidelines, procedures, and policies; and monitors compliance with policies and procedures. Establishes program goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and oversees OLS program evaluation activities. Plans, implements, coordinates, monitors, and evaluates transportation and correctional housing programs, which may include multiple programs. Develops and implements techniques for evaluating OLS programs. Performs related work as required. (Position may not include all the duties listed, nor do the examples cover all the duties, which may be performed or supervised.)
WORK EXPERIENCE REQUIREMENTS
Senior-level experience in correctional criminal justice and/or law enforcement work. Knowledge of local, state, and federal laws related to the program area. Public administration and management techniques; statistical analysis processes; budget processes; research techniques. Ability to comprehend and apply federal, state, and county criminal and traffic laws; department directives; and county government administrative procedures and personnel regulations. Ability to quickly analyze problems and situations and take decisive and effective action. Knowledge of the overall operation of correctional facilities; state and federal laws, rules, regulations, and statutes; correctional methods, techniques, practices, and procedures; and agency and departmental organizational structure, policies, procedures, rules, and regulations.
EDUCATION REQUIREMENTS
Must have a four-year degree from an accredited college or university or at least four (4) years of experience in related fields of operation. Experience and education may be substituted for one another. Must be of good moral character.
REGISTRATION, CERTIFICATION, OR LICENSURE
Requires an active TCOLE Jailer license, and must be compliant with all CJIS requirements.
