Job Description

The Director of Motor Vehicles for Delaware County, PA leads and o versees a fleet of approx. 400 vehicl es, including cars, trucks, trailers and equipment, ensuring compliance with state regulations and efficient, customer-focused operations. The role manages staff, maintains accurate records, improves service processes, and coordinates with state and county officials to support safe, effective, and accessible public services.
  • Maintain and overse e two county f ueling locations, including fuel ordering, leak detection, and dispensing equipment maintenance as well as EV chargers at three county sites.
  • Coordinate repairs, inspections, and preventive maintenance for all county vehicles and equipment, including electric vehicles.
  • Respond to vehicle breakdowns and road calls throughout Delaware County.
  • Work with insurance companies and Risk Management to handle accident claims, repair reimbursements, and estimates.
  • Assign vehicles for departmental use and manage fleet rotation and replacement.
  • Responsible for accepting delivery of new vehicles and signing paperwork, including signing all County Title work.
  • Recommend, specify, and price new and used vehicle purchases.
  • Manage the auctioning of surplus vehicles and equipment through the online platform MUNICIBID and
GOVDEALS.
  • Meet with departments to review vehicle usage, care, and service needs.
  • Verify employee driver's licenses through PENNDOT.
  • Provide support during inclement weather as needed.
  • Perform repairs on county vehicles, including inspections/emissions, tire changes, fluids, brakes, and other mechanical needs.
  • Collaborate with the Chief Mechanic and mechanics to diagnose and resolve vehicle issues, overseeing all repairs.
  • Represent the County to the State as the Person of Authority for Inspection Station for the purpose of ordering Inspection Stickers and the Security of the Stickers.
  • Monitor department invoicing and ensure accuracy.
  • Specify emergency vehicle lighting and related equipment.
  • Train Class C operators for underground storage tank procedures in case of fuel emergencies at county fueling sites.
  • Assist county departments with special vehicle or equipment needs.
  • Serve as a designated driver for the Emergency Response Team during disasters or snow emergencies under Risk Management.
  • Coordinate operations of the county impound lot, including receiving and releasing vehicles.
  • Oversee the Employee Shuttle service.
  • Provide 24/7 emergency on-call support and respond to operational issues after hours.
  • High school diploma or equivalent required; associate or bachelor's degree in automotive technology, public administration, or a related field preferred.
  • Pennsylvania State Inspection and Emissions License.
  • UST Operator Certification - Class A.
  • Strong knowledge of Pennsylvania Vehicle Code and applicable state regulations.
  • Experience in fleet management, automotive repair, or related mechanical operations.
  • Ability to perform physical tasks, including heavy lifting and working in various outdoor conditions.
  • Ability to work and drive safely in inclement weather.
  • Valid Pennsylvania driver's license with a clean driving record.
  • Strong communication, organizational, and problem-solving skills.
  • Ability to work independently, prioritize tasks, and manage multiple responsibilities.
  • Basic computer proficiency (email, spreadsheets, fleet management systems).
  • Ability to maintain professional relationships with vendors, insurance representatives, and county departments.
  • Availability for 24/7 on-call emergency response.
