POSITION SUMMARY
Responsible for performing technical work and serving as a crew leader on maintenance projects in drainage and utilities. Responsible for supervising project activities and providing guidance to crewmembers. Establishes scope of daily projects and monitors daily paperwork. Ensures crewmembers are cross-trained. Work is performed with limited supervision. ESSENTIAL JOB FUNCTIONS
Serves as a lead to lower-level public works maintenance crews, which includes: assigning and monitoring work; providing direction; organizing daily activities; evaluating the quality of work performed; and/or, performing other related activities. Coordinates the execution and completion of projects in assigned area of responsibility, which includes: scheduling equipment, manpower, and job priorities; monitoring the completion of applicable paperwork; and/or, performing other related activities. Performs a variety of specialized maintenance work in assigned area of responsibility. Installs, maintains, and repairs a variety of concrete, signs, grounds, and/or other related items in assigned area of responsibility. Transports a variety of equipment, supplies, and other applicable items or debris to and from job sites. Operates a variety of light and/or medium construction and/or maintenance equipment, which may include: breakers, track hoes, concrete cutting saws, backhoes, augers, loaders, trenchers, and/or other related items. Operates, maintains, and repairs a variety of hand and/or power tools in assigned area of responsibility. Completes a variety of logs, documents, and/or simple reports regarding quantity of materials handled, equipment operations, and/or other related information. Observes safe work methods and uses safety equipment. Secures work sites from hazards as needed. Sets up traffic warning devices and barricades and directs traffic around work sites. Checks and inspects barricades daily for proper placement and visibility. Prepares and cleans up work sites. Participates in/on a variety of meetings and training sessions. Works effectively with other employees to repair or replace water and wastewater service lines, or mains. Works as part of a crew, or alone while laying lines, maintaining and repairing water and waste water lines. Receives verbal or written work orders or complaints and checks the problems accordingly. Unstops sanitary sewer lines; makes water and wastewater taps; installs two-way clean-outs in sewer service lines. Responsible for vehicles and equipment used in the performance of job duties; ensures that all vehicles and equipment are in good working order and takes the necessary steps to have the property repaired as needed. Breaks up/fragments and removes pavement and sidewalks using pneumatic tools; installs and stripes speed humps. Removes ice and snow from public roadways, sidewalks, and City facilities parking lots. Will be required to work holidays, evenings, and weekends as needed. Subject to after-hours call-out for emergency situations. Performs other duties as assigned. Must arrive at work on time and must maintain a regular and reliable level of attendance. POSITION SPECIFIC JOB FUNCTIONS
Drainage Serves as a lead and participates in performing a wide variety of activities in support of stormwater drainage maintenance activities, which includes: maintaining undeveloped and developed channels, including silt removal bar ditch maintenance erosion repair and replacement; repairing inlets and retrieving debris; installing and repairing drains; repairing and maintaining guard rails, seed armor joints, and related items on bridges; and/or, performing other related activities. Water Utilities Serves as a lead and participates in performing a wide variety of activities in support of water utility maintenance activities, which includes: setting up utility cuts and water relay projects; setting up transitions; repairing water and sewer lines; fixing and maintaining fire hydrants; changing out meters; investigating water leaks; testing old water meters and portable fire hydrant meters; and/or, performing other related activities. TCEQ Class C Water license. Qualifications:
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of all safety aspects regarding equipment used to complete assigned tasks. Knowledge in the use of all tools and equipment necessary to complete assigned tasks. Knowledge of applicable Federal, State, and Local vehicle ordinances. Knowledge of basic construction practices. Knowledge of occupational hazards and related safety precautions. Knowledge of inventory management principles and practices. Skilled in completing projects safely and efficiently. Skilled in prioritizing and assigning work to lower-level staff. Skilled in maintaining appropriate levels of inventory. Skilled in monitoring the work of external contractors and vendors. Skilled in performing varied maintenance work in a safe, efficient manner. Skilled in maintaining small to medium-sized equipment and trucks. Skilled in operating, maintaining, and repairing a variety of hand and power tools. Skilled in communicating effectively with a variety of individuals. Ability to use basic hand tools in the performance of the job. Ability to follow written and oral instructions. Ability to work effectively and cooperatively with other employees. Ability to read simple maps and drawings, pick up trash, keeps storage areas clean, orderly, and in safe working conditions. Ability to make minor repairs and adjustments to assigned equipment in the field or as directed. Ability to work under adverse weather conditions. Must possess a willingness to learn and ability to follow written and oral instructions. ENVIRONMENTAL FACTORS AND SAFETY HAZARDS
Primarily in an outdoor environment with the ability to operate indoors when needed. May be exposed to extreme heat and cold during summer and winter months. TOOLS AND EQUIPMENT USED
Standard office equipment including multi-line telephone, computer, fax machine, copier, scanner, shredder, printer, etc. Various types of saws, vibrator, tapping machine, pickax, shovels, rakes, air compressor, jackhammer, cutting torch, various weight hammers, pumps, generators, backhoes, dump trucks, service trucks, while using proper safety precautions; may operate heavy equipment under supervision. PREFERRED EDUCATION, AND EXPERIENCE
High school graduate or equivalent or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Must pass a pre-employment drug test, criminal history check, and motor vehicle records check. Must hold and maintain a valid Class B CDL with Tanker and Air Brake endorsements issued by State of Texas. REQUIRED CERTIFICATIONS
Must possess and maintain at least one of the following certifications issued by the Texas Commission on Environmental Quality (TCEQ), and obtain an additional certification within eighteen (18) months of hire: Class C Distribution License Class C Sewer Collection System Operator License PROTECTIVE EQUIPMENT REQUIRED
Hard hat, safety boots, safety vests, hearing protection, gloves, safety harness, safety rope, manual mechanical winch, glasses, goggles, and confined space equipment. HOW TO APPLY
