Company Overview The Town of Norwell is a suburban South Shore community. located 20 miles southeast of Boston with a population of 11,000 residents. The Town of Norwell Recycling Center is located at 310 Main Street.
DEFINITION
The position performs semiskilled manual work and basic clerical administration in the operations and maintenance of the Norwell Recycling center in compliance with local, state, and federal regulations to ensure proper separation and placement of recyclables. Excellent customer service skills are required. Position performs basic clerical service duties to include the collection of fees for recycling, recordkeeping, coordinating removal of goods, and handling of inquiries for both the Town recycling and trash programs. Drug Screen, CORI, references required as part of background checks.
WORK SCHEDULE WEDNESDAYS & SATURDAYS, YEAR-ROUND
7:30 A.M. TO 3:30P.M. (8.0 hours daily)
ESSENTIAL FUNCTIONS

- Monitor incoming waste and recycling items to assess for proper disposal. Recycle items may include scrap metal, yard waste, electronics, household batteries, and household single stream recyclables. Direct residents to the appropriate locations within the facility.
- Instruct customers on various recycling services, policies, and fee schedules; monitor and enforce rules and procedures regarding sticker requirement and acceptance of eligible materials.
- Operate compactors in the recycling facility; load, loads refuse and recyclables into compactors and refuse and recyclable compactors onto trailers. Process, sort and package recycling items into appropriate containers in accordance with federal, state, and local regulations and department procedures. Handle brush and yard waste.
- Physically loads, unloads, manipulates and manages a variety of materials.
- Collect and handle fees (electronic payment, check, card, and limited cash) associated with disposals to include auto and truck tires, auto batteries, white goods, microwaves, flat panel TVs and monitors, CRT TVs, Electronics empty propane tanks, and any other approved items.
Turnover funds at end of each recycling shift to the Highway/Tree & Grounds/Recycling Administrative Assistant for handing in accordance with Town receipt policy.
- Computer skills needed for online payment processing, pulling reports, entering cart repair information in excel, sending letters to residents as needed (Microsoft Office skills needed).
- Perform basic record keeping tasks to track the classification and quantities of materials being recycled.
- Coordinate schedule for the removal of goods with the Highway/Tree & Grounds/Recycling Administrative Assistant.
- Maintain a clean, orderly, organized and safe public recycling facility. Follow safety procedures in accordance with OSHA and Massachusetts Department of Labor standards. Reports any identified hazards or safety needs to management.
- Act as a Town representative and main point of contact for on-site customer needs, concerns and emergencies.
- Assist other department employees where needed and as directed by management at the recycling center and the Highway/Tree & Grounds office to include calling residents to respond to both trash and recycling center questions and/or issues.
SUPERVISION
Under the direct supervision of the Director of Highway, Tree Grounds and the Assistant Director. The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently. The supervisor provides additional, specific instruction for new, difficult, or unusual assignments, including suggested work methods. The employee refers unusual situations to the supervisor for advice and further instructions.
KNOWLEDGE, ABILITY, AND SKILLS
Knowledge:
Working knowledge of the basic procedures, tools and equipment in recycling. Knowledge of federal, state and local recycling regulations and requirements. Knowledge of field safety.
Abilities:
Provide excellent customer service and interact with the public tactfully and effectively. Follow written and oral directions in a safe and timely manner. Ability to pay careful attention to details and to perform physically demanding work under extreme or adverse weather conditions for long periods of time. Ability to interact effectively with supervisors, co-workers, other Town employees, contractors and the public tactfully and effectively. Ability to recognize unsafe working conditions to ensure that appropriate safety precautions are taken. Ability to operate/maintain power and hand tools.
Skills:
Proficient fine motor and mechanical skills required to operate department hand and power tools and equipment used to carry out the essential functions of the position in a safe and efficient manner. Proficient in verbal communication skills. Strong communication, problem-solving and customer service skills. Present an overall professional image; perform the essential functions and skills required of the job without posing a direct threat to the health and safety of others.
WORK ENVIRONMENT
The nature of duties may involve continuous presence of unpleasant or irritating elements, such as considerable noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt, or grease. Work may be continually performed outdoors, regardless of weather conditions. Majority of time will be spent outdoors, with some limited time being spent in an office environment to assist Administrative Assistant with recycling calls, requests, and overflow as needed.

Physical Skills:
Daily effort includes lifting and/or dragging heavy objects up to seventy-five (75) pounds or more, carrying objects and stacking them. Performs bending, squatting, kneeling, climbing, twisting, crawling and reaching both to ground level and overhead. In addition, pulling, pushing, reaching, squatting, standing or walking for the full workday may also be involved. The nature of duties may involve the continuous presence of unpleasant or irritating elements such as inclement weather, noise, pungent odors, chemical fumes, and hazards of highway traffic, dust, smoke, heat, cold, oil, dirty or grease and stress from working long hours. A great deal of physical effort must be exerted at this level.
Visual Skills:
Duties involve assignments requiring application of hand-eye coordination with finger dexterity and motor coordination. <
