Job Description
JOB SUMMARY A
Light Equipment Operator for the Sewer and Drain Division performs a variety of non-routine and routine unskilled and semi-skilled duties involving the construction, marking, repairing, cleaning, inspections and maintenance of sewer and drainage systems and facilities. The positions require the operation of trucks and light equipment on a full-time or predominant basis for the Sewer and Drain Division. Also, performs general laboring functions incidental to operation of assigned equipment and projects. Must be able to provide emergency services such as snow removal and utility marking.SUPERVISION RECEIVED
Works under the direct supervision of a Working Foreman or other higher-grade employee who assigns work and gives detailed instructions of work. May work without immediate supervision on tasks of routine and repetitive nature. Work is reviewed in progress and/or at completion for compliance with established procedures.KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
An Equipment Operator must possess considerable knowledge of operating characteristics of light automotive, construction and related equipment (including the operation of such equipment over rough, icy and unstable surfaces); good knowledge of the occupational hazards involved and the safety precautions necessary to safely operate equipment; and ability and skill in the use of tools and equipment common to the construction and maintenance trades. Must be able to understand and follow written and oral instructions; perform strenuous physical labor under adverse weather and/or working conditions; and ability to maintain good working relationships. On occasion, ability to supervise and train others. Snow plowing experience is required.MINIMUM QUALIFICATIONS REQUIRED
All DPW employees are also required to possess and maintain a valid driver's license. In addition, a CDL-B driver's licenses classification with tank endorsement will be required for these positions. A candidate for the Light Equipment Operator position should have a High School diploma or GED, and at least two (2) years' experience demonstrating the hours of experience worked OR any equivalent combination of education and experience that demonstrates skill, knowledge and familiarity with sewer and drain systems including the use of light-duty motor equipment such as, but not limited to, backhoes, 6-wheeler dump trucks (plow and wing experience preferred), vacuum trucks, jet trucks, and trash/recycling collection trucks.PHYSICAL DEMANDS / WORK ENVIRONMENT
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee spends the majority of the day standing/walking or operating equipment. Performs heavy physical labor. Stoops, kneels, crouches, and/or crawls. Frequently lifts and/or moves objects weighing up to 75 pounds such as tools, equipment, supplies, etc. Must be able to access all levels of a construction site/building/structure, traverse uneven terrain, climb a ladder, and enter and exit from vehicles. Manually operates all department vehicles, tools, and equipment. Work is performed outdoors in varying weather conditions with exposure to dirt, dust, grease, garbage, refuse and other disagreeable materials. Subject to the hazards associated with road work sites, trench work, collecting rubbish and recyclables, and working with/around vehicles and tools. The work environment can be very loud.EXAMPLES OF DUTIES
(Any one position may not include all of the duties listed, nor do the listed examples include all duties which may be performed.) 1. Operates equipment and supports crews carrying out construction, maintenance, inspection and repair of sanitary sewer and stormwater drainage systems and facilities. Uses backhoes, excavators, forklifts and other various pieces of construction equipment to complete daily operations including transporting personnel and materials to and from work sites and picking up supplies. 2. Assists in laying sewer and drainage pipes and structures. Mixes and lays cement for patching and repair work. Performs cold patching and asphalts repair work, as well as performs traffic control. 3. Constructs and maintains above surface drainage systems such as swales and ponds as well as clears and maintains easement areas. 4. Completes inspections and cleans debris and obstructions from manholes, catch basins and sewer line while operating truck(s) with boom equipment for cleaning and jetting to assure proper function. 5. Operates and trains others on light equipment such as backhoes, refuse equipment, dump trucks, vacuum trucks, or jet trucks as needed and qualified to operate such equipment. 6. Performs semi-skilled and skilled labor; traffic control, tree/ debris removal and associated work. 7. Assists with pipe and structure camera investigations and inspections using specialized equipment. Including the planning of daily work as tasks are assigned. 8. Uses computer tablets and software to track service and work order request, inspections and overall work completion. 9. Performs snow removal operations during shift and as part of overtime hours. Operates 6-wheelers (with plow and wing). Responsible for road treatment and clearing of roadways. 10. Provides training as requested and may be required in the absence of regularly assigned personnel to act as Working Foreman. 11. Performs other related duties as required which may include work in other sections from time to time including Highway, Wastewater Treatment, Vehicle Maintenance and Transfer Station.
