Performs semiskilled work managing a solid waste/recycling center for the collection and disposal of solid waste and recyclables. This position is responsible for educating the public on the proper methods and techniques of managing solid waste in meeting the organizational goals and objectives. The normal work schedule is based on part time hours assigned to a rotating schedule 7:00 am to 6:00 pm Monday through Saturday.
Essential Functions and Responsibilities include:
Greeting all citizens with a pleasant attitude using considerable tact and diplomacy. Assist supervisor in setting operational goals, making recommendations in procedural standards or guidelines, solutions, programs, services, and work methods, and training new staff. Maintain a clean, orderly, safe, and secure collection site, which include buildings at the facility, picking up all wind-blown litter and trash around compactors, removing all contamination from recyclables, and monitoring all persons and vehicles entering the collection site to prevent unauthorized entry of material or use. Educate and answer questions from the public on policies and procedures in a tactful, courteous manner, and on occasion distribute educational information to the public, promoting recycling and communicating operational changes of recycling activities. Maintain records as required to verify volume and number of hauls from the site. Responsible for problem solving which may arise in the day-to-day operational activities, collecting tires from the public, completing the tire manifest form, completing day-to-day reports and/or documents used in reporting operational activities, and ensuring that unauthorized materials such as hazardous waste, construction material, etc. are not accepted. Notify the scale-house to report full containers and request any needed supplies. Responsible for opening and shutting gates within operational hours. Must report all incidents/accidents to scale-house and complete required documents and report any unsafe conditions to the supervisor. Responsible for preventing scavenging by citizens. Education & Experience:
High school diploma or GED and one year experience in custodial/building and ground maintenance, or equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Knowledge of effective public service, communication techniques, considerable knowledge of solid waste/recycling programs and practices. Ability to work in an environment which may include exposure to noise, vehicle exhaust fumes, vibrations and variance in temperature, weather conditions. Ability to work a varied work schedule. Ability to resolve problem situations. Ability to be tactful in relation to public contact. Knowledge and skills of cleaning procedures. Knowledge of common types of solid waste authorized for disposal. Knowledge of prohibited and hazardous waste. Knowledge of Solid Waste Rules and Regulations, Policies and Procedures. Knowledge of county geography. Knowledge of hazardous working conditions. Knowledge of common custodial maintenance methods. Ability to monitor the use of the facility and prevent unauthorized use or scavenging. Ability to enter and verify information on required forms, documents, and paperwork. Work Location:
This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.
