Job Description
Provides varied professional public health work in the inspection of food, lodging, and recreational facilities (i.e., DATCP Retail Program) and the investigation and resolution of environmental complaints, nuisances, and hazards. Applies independent judgment, effective communication skills and professional knowledge in interpreting laws, regulations, and codes and ensures compliance. Acts as Agent Program staff for the DATCP Retail Program. Inspects all establishments and activities covered by county ordinances and State of Wisconsin regulations within the assigned area on a designated frequency. Investigates suspected cases of food borne illness, consults with operators regarding code requirements. Responds to all assigned environmental and nuisance calls; conducts inspections and evaluations of potable, recreational and wastewater systems, and investigates and resolves health problems and nuisances concerning garbage and rubbish, rodents and insects, air pollution and animal bites; provides information on codes and makes recommendations on proper methods of control. Performs Lead Hazard Investigations as assigned including collection of samples. Issues lead abatement and interim control orders as necessary. Secures samples of food, water, air, food contact surfaces and other materials. Provides education and information on environmental health matters to licensed and non-licensed facilities and the public. Obtains or collects environmental samples and operates a variety of monitoring or testing instruments. Maintains current, adequate records of all activities, samples, etc. and time allotment; prepares reports. Composes and directs correspondence relating to activities. Assists other sanitarians or the laboratory technician as required. Interprets codes, determines compliance, issues orders and citations; provides testimony at hearings and court appearances. Consults with medical professionals, veterinarians, law enforcement, code enforcement officers, and others in a professional capacity. Coordinates meetings and conferences pertaining to areas of responsibility; attends meetings or conferences as required. Works with Public Health Sanitarian - Standard to address questions or concerns related to the DATCP Retail Program, to ensure consistent, standard practices across the Environmental Health Unit Assist Retail Standard with onboarding inspections (25 lead, 25 observed), and provide Standard with requested feedback Attend Standard Meetings, and participate in standardization training and exercises Participates in training and exercises /drills to prepare for and respond to public health threats in accordance with county and departmental emergency response plans.

Completion of one of the following combinations of training and experience: A baccalaureate or higher degree in environmental health from an accredited college or university with academic credits in physical, biological, chemical, environmental, or environmental health areas and one year of full-time equivalent employment in the field of environmental health. A baccalaureate or higher degree in physical or biological sciences from an accredited college or university with academic credits in physical, biological, chemical, environmental, or environmental health areas and 2 years of full-time equivalent employment in the field of environmental health. A baccalaureate or higher degree from an accredited college or university and 4 years of full-time equivalent employment in the field of environmental health. An associate degree from an accredited college, community college or technical institute in environmental, physical, biological, or chemical sciences, and 5 years of full-time equivalent employment in the field of environmental health. An associate degree from an accredited college, community college or technical institute and 8 years of full-time equivalent employment in the field of environmental health.Licenses and Certifications:
Valid WI Driver's License Certification as a Lead Hazard Investigator will be required after completion of probationary period. Registration as a Sanitarian through the State of Wisconsin or the National Environmental Health Association or attained within one year. Complete Brown County Standardization during time identified by the Brown County Standard Knowledge of the current principles and practices governing food safety and sanitation issues and the methods and techniques of inspections and sampling. Proficiency in MS Office applications, SMART phone and laptop technology. Knowledge of codes and regulations governing areas of responsibility and ability to research codes and ordinances. Ability to learn and navigate inspection software (e.g., HealthSpace) Knowledge of a variety of environmental issues. Ability to make mathematical calculations. Ability to prepare and maintain accurate records on findings and to write clear and concise reports. Ability to communicate effectively both orally and in writing with the public, clients, co-workers, management, medical professionals, law enforcement, veterinarians, groups of individuals and others to discuss or interpret environmental health and sanitation matters Ability to maintain composure in stressful situations and demonstrate skill in conflict resolution. Ability to establish and maintain effective working relationships with staff and the public. Ability to work independently and exercise considerable judgment and discretion in carrying out designated duties according to established policies and procedures. Ability to work the required hours of the position. Ability to effectively communicate code violations and identify examples of corrective measures to operators. Lifting 40 pounds maximum with frequent lifting and/or carrying objects weighing up to 25 pounds. Intermittent standing, walking, sitting and driving. Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls. Report data entry into a laptop device inside or near licensed facility, upon completion of walkthrough aspect of inspection. Occasionally bending, twisting, squatting, climbing, reaching, and grappling. Distinguishing sounds at various frequencies and volumes. Distinguishing people or objects at varied distances under a variety of light conditions. Withstanding temperature changes in the work environment. Withstanding working conditions such as occasional exposure to dirt, dust, heat, noise, fumes and odors; occasional climbing of ladders; and occasional exposure to hazards associated with inspecting buildings under construction. Occasional use or exposure to chemicals.
