CBO 26/27 BPO26-00379 DESCRIPTION OF POSITION
Under the guidance of the District Superintendent, the Chief Business Officer is responsible for the organization and operation of the financial and business affairs of the school district. Manages food service and business department personnel so that all will contribute toward a quality educational program. Supports the Maintenance, Operations, and Transportation Department, and manages the financing and construction of facilities. Position is characterized by its highly confidential nature and serves as a member of the Superintendent's Cabinet.
ESSENTIAL FUNCTIONS OF POSITION
  • Carries out special projects assigned by the Superintendent
  • Manages the financing and construction of facilities, finances, budget, revenue, and expenses for all district funds
  • Supports the Maintenance, Operations, and Transportation Department
  • Directs and Supports the Food Service Program
  • Controls the establishment and maintenance of all methods and procedures of the fiscal service department
  • Prepare and administers the budget
  • Responsible for developing and maintaining sound fiscal practices
  • Supervises and assist in the preparation of all fiscal audits
  • Oversees attendance accounting of students, administers service contracts, and conducts internal management studies for efficiencies
  • Supervises and audits internal accounts; purchasing, inventory and distribution of supplies and equipment
  • Administration of district property and liability insurance program
  • Administers the debt service budgets.
  • Supervises personnel in the business department
  • Conducts statistical financial studies as may be necessary in projecting, upgrading or evaluating programs and services
  • Serves on all union negotiating teams and completes
  • Conduct financial analysis for negotiations and project costs
  • Provide consultation and technical expertise to the Superintendent, administrators, staff, outside organizations and others concerning finance issues, operations and activities.
  • Respond to inquiries, resolve issues and conflicts, and provide detailed and technical information concerning related programs, goals, objectives, laws, codes, regulations, policies and procedures
  • Applies provisions of law and district policies to all business activities
  • Other duties as assigned
PHYSICAL AND MENTAL CHARACTERISTICS
  • Physical, mental, and emotional stamina to perform the duties and responsibilities of the position
  • Mental acuity to evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions
  • Manual dexterity necessary to computer equipment, calculator, copy machine and other office machines with dexterity. Mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions
  • Manual dexterity necessary to use two-way radio controls
  • Visual acuity for the purposes of reading printed materials such financial records, policies, other printed matter, and computer monitors
  • Speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distances on the telephone, radio and addressing groups
  • Hearing sufficient to communicate in person and hold conversations in normal range (approximately 60 decibels); work in a high noise level environment
  • Physical agility to sit, stand, kneel, walk, push/pull, squat, twist, turn, bend, stoop, and to reach overhead
  • Physical strength sufficient to infrequently lift and/or carry 25 or more pounds; occasionally lift 45 or more pounds with assistance
  • Exhibit a full range of motion for shoulder external rotation and internal rotation, shoulder abduction and adduction, elbow flexion and extension, shoulder extension and flexion range of motion
  • Exhibit a full range of motion for back lateral flexion, hip flexion and extension, and knee flexion
  • Physical tolerance to be exposed to dust, and pollen
  • Work in a wide range of temperatures; work in both indoor and outdoor environments with exposure to extreme weather conditions which include but are not limited to; heat, cold, rain, wind, and high humidity
EDUCATION AND EXPERIENCE
  • Bachelor's Degree from an accredited college or university, with a major in business administration, accounting or related field; OR
  • Two (2) year Associate's Degree in Business, Accounting or Related field; AND
  • Five (5) or more years as a Director in a California school district or county office of education
