Job Description

NATURE OF WORK
Under the immediate supervision of the Superintendent, the Chief Business Official performs professional administrative work in the management of the District's Business Office and immediate supervision over the Business Office personnel. This work involves the administrative responsibility to plan and develop the District budget, to establish and maintain adequate internal accounting procedures, records, safeguards and controls, and to insure the most effective use of District revenues for the support and improvement of the education programs. The District Office is responsible for accounts payables and receivables, deposits, human resources which includes personnel and payroll, risk management, knowledge of and adhering to Board Policies, compliance audits and works directly with the Superintendent on a daily basis.
DUTIES AND RESPONSIBILITIES
Plans, develops and administers the annual District budget and interim reports, works cooperatively with other school personnel on their respective budgets. Responsible for the long-range planning as related to income, expenditures and program costs. Supervises and coordinates District Business Office duties and functions. Plans, organizes, assigns, reviews, directs and evaluates the work of the Business Office Staff. May act as District representative during negotiations and act as District representative to Legal Counsel. Acts as liaison and coordinates JPA Insurance activity, including risk management and Workers' Compensation. Acts as District alternative for the Tuolumne JPA. Coordinates and is responsible for the annual audit. Coordinates and reports on the annual audit. Supervises the use of requisitions and purchase orders to insure accountability for expenditures of funds and insures best practices are followed in obtaining bids, quotations and best prices based on specifications and standards. Maintains and is responsible for records, policies, and contracts of property and liability, worker's compensation, student accident insurance claims, and any other district insurance activities. Assists and supervises the preparation and disbursement of payroll payments, payments to vendors, revolving cash fund, attendance accounting, use of district facilities and the accounting of all funds and accounts. Maintains files for personnel, payroll, banking, State and Federal programs, legal papers, audits, attendance all other required District reports and permanent property records. Supervises and coordinates district hiring of personnel, handling of personnel issues and may delegate duties as related to the maintenance of District personnel files, to include assistance with specific personnel matters. Supervises data processing to include financial system software, other software programs implementation and file maintenance. Works cooperatively with representatives of the County and State Offices of Education in order to establish and maintain a productive business relationship. Works cooperatively with the Cafeteria Manager, Lead Maintenance and Operations and Lead Transportation. Assists with reporting requirements and implementation of programs within the operations of Food Service and Maintenance, Operations and Transportation Works cooperatively with Superintendent and Board on all matters. Performs other related duties as assigned by the Superintendent
DESIRABLE QUALIFICATIONS
Knowledge of:
Principles and practices of governmental accounting, auditing and budgeting Principles of supervision and training California K-12 school business accounting and reporting systems using the Standardized Account Code Structures (SACS) and the CA School Accounting Manual QSS/QCC computerized accounting system Ability to: Develop fiscally sound budget projections with the principles of budgetary preparation Assemble and analyze data. Prepare letters and correspondences. Develop new and revise existing methods and procedures Plan, organize, coordinate and supervise the work of others Establish and maintain cooperative relationships with those contacted Attend trainings as required to maintain skills and keep current in
CA School Business Skills:
Highly organized and detail-oriented. Ability to work independently and cooperatively with others Proficient in Excel spreadsheets, word processing and basic office machine operations Ability to multi-task and to meet deadlines
Experience:
Three years of increasingly responsible professional accounting experience is preferred Experience working in a fast-paced office environment
Education:
Seeking candidates with an AA degree or higher Coursework towards a degree is desired, preferable in the field of accounting, finance or business Other combinations of experience or degree may be considered Additional training and responsible experience in school districts or county offices will be considered
