Job Description

Position summary The Chief of Police is the executive leader responsible for planning, directing, and managing all activities of the police department to protect life and property, enforce laws, maintain public order, and build community trust. The Chief sets strategic direction, ensures policy and legal compliance, manages budgets and personnel, and represents the department to elected officials and the public. Key responsibilities Provide overall leadership and strategic planning for the department; develop and implement policing goals, priorities, policies, and performance metrics. Oversee daily operations of all divisions (patrol, investigations, traffic, community policing, professional standards, etc.). Ensure compliance with federal, state, and local laws, department policies, and accreditation standards. Develop, manage, and monitor departmental budget; allocate resources effectively and pursue grants and funding opportunities. Recruit, hire, train, evaluate, discipline, and develop sworn and civilian staff; promote workforce diversity and professional development. Establish and maintain community partnerships; lead community engagement, public information, and crime prevention initiatives. Coordinate with elected officials, city/county managers, legal counsel, emergency services, and regional law enforcement partners. Oversee internal affairs, use-of-force reviews, and complaint investigations; ensure transparency and accountability. Implement crime analysis, data-driven policing strategies, and performance measurement; report outcomes to stakeholders. Lead emergency preparedness and response planning for major incidents, disasters, or civil disturbances. Represent the department at public meetings, media events, and interagency forums. Minimum qualifications Bachelor's degree in criminal justice, public administration, law, or related field; master's degree preferred. Extensive progressive law enforcement experience (typically 10+ years) with command-level leadership experience. Current/previous service as a sworn law enforcement officer; certification or licensure as required by jurisdiction. Demonstrated knowledge of modern policing practices, constitutional/legal standards, investigative procedures, and law enforcement technology. Desired skills and attributes Strong leadership, ethical judgment, and integrity. Excellent communication, public speaking, and interpersonal skills. Strategic planning, policy development, and fiscal management abilities. Experience with community policing, crisis management, and de-escalation strategies. Ability to build partnerships with diverse communities and stakeholders. Data-driven decision-making and familiarity with crime analytics and body-worn camera systems. Working conditions and physical requirements Office and field environments; must be available for irregular hours, nights, weekends, and emergency call-outs. May require attendance at public events, hearings, and extended incident responses. Background check, medical clearance, and drug testing typically required. Reporting and authority Reports to the municipal governing body. Has authority to create and enforce departmental policies, manage personnel, and direct operational activities within legal limits.
