Your Impact:
As the Chief of Staff to the Deputy Commissioner of Asset and Property Management, you serve as the Deputy Commissioner's principal strategic and policy advisor, ensuring executive readiness, disciplined messaging, and operational alignment across a complex housing portfolio impacting more than 170,000 affordable units, the Mitchell-Lama portfolio (98 developments, approximately 50,000 units). You ensure the Deputy Commissioner is fully prepared for high-visibility engagements with City Council, the Commissioner of HPD, the Mayor's Office, and other senior stakeholders by delivering accurate data, clear strategy, and proactive risk identification that protects the Agency's credibility and strengthens executive decision-making.Your Role:
You provide executive-level strategic guidance and serve as the central coordination point across Asset Management, Property Management, and Housing Supervision. You lead executive briefing preparation, policy analysis, and interagency coordination, translating complex operational, legislative, and financial matters into clear, defensible executive narratives and ensuring alignment, accountability, and strategic discipline across the Deputy Commissioner's portfolio.Your Responsibilities:
Executive Preparation & Strategic Support- Prepare executive briefing materials for City Council hearings, Commissioner briefings, Mayoral meetings, and other high-level engagements.
- Develop line-by-line talking points, issue briefs, and anticipated Q&A responses.
- Conduct policy research and analyze legislative, regulatory, operational, and budgetary matters.
- Identify political, operational, and reputational risks in advance.
- Attend hearings and executive meetings to provide real-time support. Interagency & Legislative Coordination
- Serve as liaison to City Hall, HPD Executive Leadership, the Mayor's Office, City Council, and other stakeholders.
- Coordinate cross-divisional messaging and alignment.
- Track legislation and regulatory changes impacting housing portfolios.
- Review and synthesize interagency work product prior to executive review. Policy & Operational Analysis
- Analyze portfolio performance data, compliance reports, housing placement metrics, and financial indicators.
- Draft executive memoranda, strategic recommendations, and summaries.
- Identify operational gaps and recommend corrective strategies.
- Support development of programming and technology initiatives. Executive Office Support
- Coordinate executive priorities across seven direct reports and multiple divisions.
- Prepare correspondence and formal communications.
- Support oversight of major initiatives including asset management, Mitchell-Lama supervision and, TIL, and City-owned property management operations. Executive Presence & On-Site Requirements
- Conduct in-person preparation sessions and attend hearings and City Hall meetings.
- Coordinate directly with division directors and leadership.
- Support urgent or time-sensitive matters requiring immediate response.
- Manage confidential executive-level materials.
- Work extended hours as necessary. Minimum Qual Requirements
- Demonstrated experience supporting senior executive leadership in government or large public agencies.
- Strong understanding of housing policy, asset management, regulatory compliance, and public sector operations.
- Ability to analyze legislation and prepare policy memoranda.
- Exceptional writing skills with the ability to draft executive-level talking points and briefing documents.
- High political acumen and discretion in handling sensitive matters.
- Ability to operate under pressure in high-visibility environments.
- Strong coordination skills across complex, multi-unit organizations.
- Capacity to synthesize large volumes of operational and policy information into concise executive guidance.
- Willingness to maintain consistent in-office presence and attend external executive engagements.
Preferred Qualifications:
- A master's degree in public administration (MPA), Public Policy (MPP), Urban Planning, Business Administration (MBA), Government, or a Juris Doctor (JD).
- Experience preparing executive briefing materials, legislative testimony, policy memoranda, and high-level correspondence for senior elected or appointed officials.
- Demonstrated experience interfacing with City Hall, legislative bodies, or intergovernmental stakeholders.
- Strong knowledge of housing policy, affordable housing programs, regulatory compliance frameworks, and public-sector operations.
- Exceptional written and verbal communication skills with the ability to synthesize complex operational, legislative, and financial information into concise executive-level documents.
Substitution:
A satisfactory equivalent combination of education and relevant executive-level government experience may be considered.Preferred Skills:

- Proficiency in MS Word, Excel, PowerPoint, Outlook and Share Point.
